  • Serve as an analytic resource and liaison for internal and external resources; work with health care consultants, data quality agencies, and other vendors. Respond to inquiries and report requests from Fiscal Affairs Division, legislative committees / staff, GIC staff, auditors, and other government agencies including municipalities, as needed. Gather and document business requirements and ensure the accurate interpretation of data outputs
  • Conduct quantitative analysis and use statistical methods of evaluation, in program and policy assessment
  • Participate in annual rate renewal/development, working closely with department Director and the Director of Budget and Planning as well as external consultants to assure consistency between rate development and the agency’s likely future costs
  • Assist the department to monitor health plan compliance with contractual, operational and strategic performance standards. Report results and recommend appropriate responses
  • Maintain knowledge of federal, state and other employers’ policies and programs related to health and welfare plan coverage
  • Excellent knowledge and experience with healthcare analytics within finance, accounting and/or budgetary, particularly in the area of health plan spending
  • Strong, proven analytics capacity, along with the ability to assist with budget forecasting / justification within the context of fiscal policy development
  • Proven experience developing and manipulating reports and spreadsheets using Excel, Access, and business intelligence tools to access large-volume relationship medical claims databases and develop ad hoc reports
  • Must have knowledge of statistical methods and procedures used in the insurance field and a working understanding about how data warehouses are structured
  • Strong written and oral communication skills and an ability to work across department/divisional lines and to interact comfortably with personnel at various levels of responsibility is required
  • Working knowledge of the principles and practices of health and welfare plans, public
  • Personnel administration, health care cost containment and employee benefits is desired
  • Experience working within a public/government entity and a health insurer with coverage to large clients and exposure to legislative statutory language as relates to fiscal/budgetary policy within the government sector, a plus
  • Master’s degree preferred or a Bachelor’s degree with commensurate experience
  • Ability to meet deadlines and work independently
  • Familiarity with project management methodologies desired
