Individual Consultant Resume Examples & Samples

  • Inadequate weather and water monitoring infrastructure, including national-level network gaps, limits data collection, analysis and provision of timely information for agriculture and water management. Inadequate effectiveness of weather and gauging stations in terms of their coverage and density render them inadequate to provide either an effective weather forecasting system for forecasting activities, or for early warning systems to warn people of impending weather-related dangers. Inadequate gauging stations have particular implications for irrigation as a lack of accurate hydrological data results in inappropriate water allocation for irrigation schemes. Currently there are only 17 Automatic Weather Stations (AWS) installed against a target of 150. Significantly, the capability of infrastructure is inadequate to respond to new challenges caused by climate variability and climate change. This is constrained by both a lack of technical capacity and sufficient institutional capacity
  • There is limited knowledge and capacity to effectively forecast future weather and climate impacts on water and agricultural management. This is a result of a lack of human and technical resources and trained personnel able to combine and analyse different sources of information and data. The scientific and technical capacity to effectively identify agricultural and water related hazards and forecast their likely impacts on vulnerable communities and the agricultural value chain is weak. This is partly due to a lack of computational equipment and software, but mostly due to a lack of human capacity and analytical skills to use, interpret, and communicate (often rapidly) the data and information coming from the modernized gauging stations
  • There is poor availability and access to user-oriented climate information for smallholder farmers, particularly women, constraints adaptive planning and decision making in light of a changing climate. Often information generated is not appropriately translated, packaged and communicated. Complicated, technical concepts are used, which are not understandable or applicable to extension workers, and dissemination methods, both in terms of the frequency of timely information, and their format (electronic or hard-copy interfaces), through different media (e.g. TV, radio, internet) and institutions (e.g. disaster management agencies and NGOs) have not been based on purpose and user needs. More generally, the benefit and purpose of climate information, such as forecasts, are not widely understood by farmers. If farmers do not understand climate information they are likely to ignore it or use it incorrectly, increasing the risk of inappropriate decision making. Also, a lack of participatory planning to incorporate farmers into the collection and analysis of climate information is potentially discounting multiple benefits in the generation and application of climate information which may be usefully capitalised
