Main duties and responsibilities

• Contribute as program department with other developing project proposals, internal and donor reports and another relevant documents where necessary as per Oxfam PROJECT CYCLE TOOLKIT.
• Focal point for Oxfam WASH local NGO partners and WASH counterparty like GARWASP, LWASC, NWRA and participator in coordination with GHO and GEO.
• Participate in preparation Oxfam Strategy Response, technical concepts, Tech Guidelines and SOPs.
• Preparing assessment report, SitRep and presentations and present it at required events
• Ensure effective planning, implementation and monitoring of interventions through CFW and other relevant components in WASH Sector.
• Undertake preparation and review of technical design, drawings, technical specifications fro water supply system – Rainfall Water System, Water Supply Schemes, Desalination Stations, Dug Wells, Boreholes, Sewage Schemes, sanitation facilities, WASH in schools and WASH in health Facilities.
• Manage, monitor (On site and desk monitoring) and quality control of construction of WASH facilities
• Supervise and manage Oxfam’s all WASH interventions in assigned geography
• Ensure timely processing of supply requests and delivery of WASH interventions.
• Closely work with procurements, logistics team to ensure timely delivery of WASH interventions
• Ensuring effective planning, implementation of WASH interventions in an integrated manner
• Assess partners /WASH counterparties in identifying their capacity building needs and facilitate appropriate capacity building measures to enhance local capacity and program sustainability
• Ensure that all programs take gender, protection and accountability issues fully into account.
• Ensure that the program is accountable to beneficiaries and ensuring the beneficiary feedback is used effectively to adapt program;
• In collaboration with the project and MEAL team (Monitoring, Evaluation, Accountability and Learning) monitor the impact of our work on the people.

Main duties and responsibilities WASH & Shelter:

• Participate developing strategic response, guidelines and SOPs
• Developing Assessment report, budget, proposals, Log-Frame, implementation and M&E plan with program manager and Mentoring and Elevation Officer.
• Responsible for managing all health and engineering activities in WASH sector for donor’s projects.
• Assist in program development and planning, project management, monitoring and reporting
• Conduct Rapid Assessment of Cholera Treatment intervention and reporting the final report.
• Participate in preparation of project proposal of Scaling up Integrated Response to Cholera Outbreak
• Designing/reviewing/developing construction related documents (e.g. designs, BOQ, tender documents, news ad, monitoring forms and payment disbursement forms/documents)
• Develop new field/construction management/monitoring plans, in line with other activities, to ensure coordination and efficient use of resources
• Conduct a Bacteriological Test of water supply facilities to verify the contamination rate.
• Ensure contractors are respecting all aspects of WHO standards
• Provide capacity building to project technical staff and all WASH activities in the field.
• Monitor activities and coordinate vehicle usage in the field with project staff
• Determine and monitor weekly and monthly need of water trucking, chlorine water, distribution of NFIs and insurance disinfection/ hygienists process in CTUs/CTCs
• Design and distribution of chlorine Bucket and Hygiene kits (Cleaning Kits) for CTUs/DTUs /ORCs
• Reliable in the installation of Bucket chlorination points in the cholera intervention areas
• Supervise and monitor Cholera Outbreak Intervention such as Chlorination, Hygiene Kit, Water Quality Tests such as FRC, PH, TDS and turbidity test.
• Mange of HP program and responsible of coaching to follow up and manage CHVs Networks and heath clubs members.

Main duties and responsibilities

• Responsible to lead the WASH and Shelter to carry pout WASH and shelter assessment and reporting the needs in targeted area for effected population and IDPs.
  
• Initial assessments in the WASH and Shelter needs such as shelter, sanitation, refugee, NFIs.
  
• Identify suitable water sources, confirm quality & quantity of water available.
  
• Identify and control any environmental risks that affect the site or in neighboring domestic areas
  
• Preparation of recommendations, interventions proposed, budget, implementation plan.
  
• Supervise data collection and follow-up updating data and displacement movement.
  
• Responsible for planning, contract management, Quality control for WASH and Shelter Activities.
  
• Review WASH & Shelter drawings, BoQs, specifications, approve purchase request and develop all tender package.
  
• Leading program team to supervise all Shelter and WASH activities and reporting.
  
• Under taking all coordination related for shelter and WASH program with counter-parties and partners.
  
• Responsible for all documentations (soft and hard) and reporting WASH and Shelter projects
  
• Undertaking the responsibility to work with Log and Finance team to clear procurement and delivery and spending plans to ensuring implementing the planed response with in the project period.
  
• Preparing weekly, monthly reports about the progress of the work.
• Participates in the evaluation of the projects / program and makes lesson learnt and recommendations.

Community Tasks.

• Formation of Social Developing Committees (SDCs) / Community Committees (CCs) with assuring accountability and selection criteria.
• Urging and activating community to provide community actions participation CAP.
• Holding periodic meetings with the beneficiaries and raising awareness about importance of project.
• Discuss project problems and solutions.
• Studying designs and developing the implementation plan and discussing it with the community.
• Building the capacity of beneficiaries through implementation of the implementation mechanism.
• Propose community solutions that are difficult for the Commission to solve.
• Ensuring that the community fulfills its obligations and works with project management.
• Training of the Committee on the mechanism and procedures of community.

Roles and Administrative Functions:

• Developing and document CAP and supervising and contracting plans
• Preparation and review of technical assessment, drawings, BoQs, work plans and cash flows.
• Attend in tendering and procurement and broadcasting in the selection of the best offers
• Implementation of executive programs and contracting plans
• Monitor the progress of delivery and provide solutions and treatments in case of delay.
• Direct and permanent supervision, control of the use of supplied materials and supervision of work.
• Issuing technical guidance and instructions to technicians and sure quality of work to specifications.
  
• Raising Payments for beneficiaries and track the finance and coordination Bank and M&E team to ensuring timely and properly.
  

• Provide administration of Contract as provided in the Contract Documents. In particular, Perform the functions hereinafter described.
• Preparing feasibility studies, drawings, BoQs, specifications, timeline and SOW of projects.
• Perform engineering calculations for facilities design and cost-benefit analysis.
• Provide administration of Contract as provided in the Contract Documents. In particular, Perform the functions hereinafter described.
• Provide contractual work estimates based on local market surveys and payments for contractor.
• MEG representative vis-à-vis the Employer during construction until final payment is due and advise & consult with the General Manger.
• Responsibility for site operations and visit the site at intervals appropriate to the stage of construction to familiarize with the progress and quality of the Works and to determine if the Works are proceeding in accordance with the Contract Documents.
• Monitor the progress of works according to contract schedules, specifications, and project plans.
• Keep the Employer informed of the progress of the Works.
