Summary

Josh Woodard has over 12 years of experience in the social impact and digital development fields in emerging/frontier markets. He is experienced in strategy development, capacity development, user design, partnership building, project management, conducting needs and market opportunity analyses, and business development. He has helped bring in more than $30 million in funding for projects from USAID, the World Bank, the Rockefeller Foundation, International Finance Corporation (IFC), International Telecommunications Union (ITU), BSR, and the Global Resilience Partnership. Josh has managed multi-country initiatives in sub-Saharan Africa and Asia valued at more than $11 million.

He is the author of numerous publications focused on helping practitioners to appropriately make use of technology for social impact. Josh has presented at dozens of international conferences, and has designed and facilitated hands-on workshops on low-cost video, mobile technologies, and other ICT tools for agriculture, financial inclusion, resilience, workforce development, health, education, and governance in the more than ten countries in Asia, Africa, Europe, and the Pacific. He has extensive experience in emerging and frontier markets, particularly in Asia and Africa.

  • Oversee a multi-million dollar activity portfolio across several countries in Asia, including a team of 10 in Bangladesh that supported the digitization of more than $2.7 million in payments and the launch of two first-of-their-kind agri-credit products for smallholder farmers, as well as a multi-stakeholder engagement supporting digital merchant payments in India and a regional effort to support the scale of digital technologies for resilience in Asia-Pacific.
  • Provide technical leadership and guidance to various digital technology and digital finance initiatives in the Asia-Pacific region, including strategy development, program implementation, and assessments. Led the ICT strategy development for an initiative in Indonesia supporting improved services for key populations at risk of HIV.
  • Designed and facilitated multiple large-scale events on technology for development in Bangkok that engaged hundreds of people. Co-organizer of the ongoing Technology Salon Bangkok.
  • Co-authored the e-Agriculture National Strategy Guide and served as technical expert on missions to Sri Lanka and Bhutan to support their development of national e-Agriculture strategies, resulting in the world’s first national e-Agriculture strategy (Bhutan).
