Leads a large cross-functional team and administers over $29 billion in government production, manufacturing, repair and B2B supply chain contracts. Oversees aircraft production lines and government flight operations for V-22 Osprey tilt-rotor and UH-1Y AH-1Z helicopters. Executes government contract, engineering, quality supply chain surveillance at five dispersed manufacturing centers of excellence across north Texas. Established government participation at all levels of contractor's Quality Management System and risk boards, identifying numerous continuous process improvement opportunities and yielding a 3-year trend reducing manufacturing defects. Established key customer relationships and involvement in RFP development, proposal review and provided "should cost" recommendations that yielded 94% ($190 million) savings in contract negotiations. Led large cross-functional team that executed Engineering, Manufacturing Development (EMD) for $2.8 billion RQ-21 STUAS program of record and the life-cycle management of the Navy Marine Corps Group 1-3 UAS portfolio of 765 unmanned systems. Developed $874 million ISR Services multiple award contract and awarded 3 months ahead of schedule. Developed new USMC/USN Group 1 UAS strategy that reduced contracting timelines for training and established organic repair capability, which yielded 70.5% reduction in training costs and 47% reduction in sustainment cost. Exceeded customer's requirements and expectations with innovative and disruptive sensor capability. Ensured regulatory and international treaty compliance and program protection plans for critical program information and sensitive capability objectives. Controlled an annual operating budget of $548 million.

Developed material condition logic for the Strike Fighter Inventory Forecasting Tool providing increased fidelity and accuracy to support executive decisions at Quadrennial Defense Review (QDR). Planned and managed Systems Development Demonstration (SDD) phase for the ACAT-1D CH-53K Helicopter Program. Developed and coordinated engineering logistic risk reduction contract strategy. Prepared program and executed a successful Milestone "B" Defense Acquisition Board (DAB) and program initiation of the CH-53K Helicopter. Managed alpha contract negotiations that led to $3 billion SDD Contract Award. Managed Government/Contractor Earn Value team coordination to ensure successful Management System's Assessment, Schedule Risk Assessment and Integrated Baseline Review completed ahead of schedule. Provided strategic communication and bilateral engagement that resulted in the international Heavy Lift Helicopter Technical Data Exchange Agreement between U.S. and Germany. Represented U.S. Government at NATO LG-10 Battlefield Helicopter planning conference and advised/reviewed NATO requirements for new Heavy Lift Helicopters. Managed a large Integrated Product Team and controlled executed $4.4 billion RDTE program budget. Received Commandant's Award for Acquisition Excellence (2007) and MCAA's Acquisition Officer of the Year (2006).
