Hailing from San Antonio, Texas, Elena was raised in a bilingual family where education and healthcare were central values. Her mother worked as a nurse, and her father was a science teacher, both inspiring her early passion for community service and systemic change. She earned her Bachelor of Science in Health and Human Biology from Brown University in 2000, with a concentration in urban health disparities. During her undergraduate studies, she directed a neighborhood wellness program and researched critical issues, including maternal health and housing insecurity. She went on to receive her Master of Public Health degree from the Harvard T.H. Chan School of Public Health in 2005, with a focus on Health Policy and Management. Her capstone project on Medicaid reform received honors from Harvard’s Center for Health Policy Innovation.

Elena’s professional career began as a Health Policy Analyst with the Massachusetts Executive Office of Health and Human Services. There, she played an instrumental role in supporting Medicaid expansion and developing community health needs assessments that enhanced preventive care for underserved women. While completing her Master of Public Health (MPH), she interned at the World Health Organization in Geneva, contributing to the revision of maternal health frameworks for Latin America. This experience expanded her understanding of global health policy and system design.

After graduate school, she joined Boston HealthNet as Director of Program Development, where she launched mobile care units and mental health services tailored for youth. Promoted in 2008 to Associate COO, she oversaw partnerships with Boston Medical Center and scaled integrated care across 13 clinics. From 2010 to 2017, Elena was Vice President of Strategy and Operations at the Commonwealth Center for Public Health Innovation. She led efforts to expand data sharing, enhance maternal health interventions, and respond to the opioid crisis. Under her leadership, the center secured significant funding from the CDC and NIH and piloted predictive modeling tools to support emergency response.

Since 2017, Elena has served as Chief Operating Officer of Meridian Public Health Group, overseeing operations for a staff of 300 across four states. Her significant accomplishments include launching a multilingual vaccine outreach and tracking system during the COVID-19 pandemic, establishing the “Health for All” Fellowship to train underrepresented youth for public health careers, and leading an electronic health record modernization that improved data reporting speeds by 40%.

Colleagues describe Elena as a thoughtful leader who combines analytical expertise with a genuine commitment to equity and inclusion.
