  • Coordinated with other federal agencies on cross-cutting issues involving the state, local, territorial, and tribal governments.
  • Assessed outreach activities involving stakeholders and participated fully in policy recommendation on initiatives.
  • Facilitated internal Departmental communications on tribal issues; coordinated implementation of major cross-cutting initiatives with tribes; provided oversight of the implementation of the Department's Indian Policy; and chaired the Tribal Energy Steering

Principal federal advisor to and federal liaison for the Governor, working closely with the White House, federal departments and agencies, Congressional Leadership, the New Jersey Congressional Delegation, and Congressional committees; represented the

Governor to the National Governors Association, Coalition of Northeastern Governors, Northeast-Midwest Coalition, Democratic

Governors Association, and other gubernatorial offices in DC and in state capitals.

  • Key member of the Governor's federal stimulus working group; helped secure over $17 billion in federal funds & benefits for the State in the federal recovery package; worked with small group of Governors, Congressional Leadership, and the Administration to develop what became the State Fiscal Stabilization Fund.
  • Managed the operations of Washington Office, including hiring and training team of paid staff, interns, and volunteers.
  • As Chair and Vice Chair, led the NGA Economic Development & Commerce Committee, directing efforts on transportation and infrastructure, banking and financial services, insurance, housing issues, telecommunications, and economic development.
  • Served as Vice Chair of the NGA Health & Human Services Committee, leading success efforts to reauthorize CHIP, stop onerous

Medicaid regulations and directives, reauthorize the food stamp program (SNAP), and improve veterans' healthcare and re-entry programs for National Guard troops and their families.

  • Served as Chair and as Treasurer of the CONEG Policy Research Center Board and CONEG Advisory Board, overseeing a

$700,000 annual budget; also, served two terms as the CONEG Lead on Transportation.

OFFICE OF THE GOVERNOR, Washington, DC, 9/05 - 8/07.

  • Served as the principal advisor to and liaison for the Governor at the federal level, working closely with Congressional Leadership, the Louisiana Congressional Delegation, Congressional committees, and federal agencies.
  • Helped secure nearly $15 billion for the State housing recovery plan, economic development, and infrastructure and levee repairs after Hurricanes Katrina and Rita.
  • Helped secure the first state share in federal leases for oil and natural gas drilling in the Gulf of Mexico, with the funding directed exclusively to the restoration of Louisiana's disappearing coastal wetlands.
  • Briefed and advised the Governor, Cabinet Secretaries, Senior Staff, and the Louisiana Recovery Authority on federal proposals impacting Louisiana and provided recommendations on federal legislative and administrative strategies, with emphasis on the State's extensive short-term and long-term recovery and rebuilding efforts after Hurricanes Katrina and Rita.
  • Chaired the Southern Governors Association, and worked closely with SGA on developing federal policies and priorities impacting the Southern states and implementing strategy and messaging.
  • Managed the operations and staff, including hiring and training, of the Governor's Office in Washington, DC.
