Summary
Carl Alameda is a seasoned public service professional with over twenty years of experience in local government, education, and property management. As Assistant City Manager, he has led a range of essential city functions, including human resources, finance, emergency preparedness, and public information. He also played a key role in establishing a citywide training and performance evaluation system designed to support organizational improvement and long-term planning.
He began his career in public administration after earning a degree in political science with a focus on public administration from California Polytechnic State University. He continued his studies at the University of Southern California, where he completed a Master of Public Administration and a Master of Planning. As a Dean’s Merit Scholar, he gained a strong academic foundation that supported his entrance into municipal leadership.
Throughout his career, he has held multiple leadership roles, including Assistant City Manager and Director of Administrative Services, and has stepped in as Interim Director for Public Works and Finance when needed. His work included responsibilities such as labor negotiations, budget oversight, emergency planning, and interdepartmental collaboration. He led several initiatives to enhance internal coordination, modernize personnel systems, and foster stronger relationships between city departments and community programs. He also served as a liaison to the Art Commission and Disaster Council.
In addition to his government work, he has nearly two decades of experience in property management, overseeing both residential and commercial properties. His work has included Section 8 and market-rate housing involving the management of compliance with HUD regulations, tenant relations, capital improvement planning, and maintenance operations. He has worked closely with accounting professionals to ensure financial transparency and accuracy across his responsibilities.
Since 2018, he has served as an adjunct professor at the USC Sol Price School of Public Policy, where he teaches in the Master of Public Administration program. His courses emphasize the real-world application of public administration theory, drawing from his experience managing complex civic operations. His involvement with the university has also included serving on the Board of Governors and holding a leadership role in the alum association. He was a founding board member and past chair of a fellowship program that supports students interested in pursuing careers in local government.
His professional commitment extends to leadership in public administration associations. He has served as President of two organizations focused on municipal leadership and public service, and he chaired a regional division dedicated to supporting peers and emerging professionals.
Beyond his formal roles, he has dedicated nearly twenty years to coaching youth and high school sports. His experience spans football, baseball, and softball, and he has served in leadership capacities within community sports programs. He continues to support his former high school and universities through contributions and membership in a university athletic support group.
