Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, asphalt, renewable fuels and convenience store retailing. The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day. Delek US Holdings owns 100 percent of the general partner and 81.6 percent of the limited partner interest in Alon USA Partners, LP (NYSE: ALDW), which owns a crude oil refinery in Big Spring, Texas, with a crude oil throughput capacity of 73,000 barrels per day and an integrated wholesale marketing business.
The logistics operations primarily consist of Delek Logistics Partners, LP. Delek US Holdings, Inc. and its affiliates also own approximately 63 percent (including the 2 percent general partner interest) of Delek Logistics Partners, LP. Delek Logistics Partners, LP (NYSE: DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.
The asphalt operations consist of owned or operated asphalt terminals serving markets from Tennessee to the west coast through a combination of non-blended asphalt purchased from third parties and produced at the Big Spring, Texas and El Dorado, Arkansas refineries. The renewables operations will consist of plants in Texas and Arkansas that produce biodiesel fuel and a renewable diesel facility in California.
The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores which also market motor fuels in central and west Texas and New Mexico.
Role Summary
The Senior Project Director reports to the VP & General Manager, Big Spring Refining and is responsible for the day-to-day management of large capital projects.
Job Accountabilities
• Procures preconstruction engineering, design, and cost estimating services; and after AFE approval, administration of engineering, procurement and construction bids, awards, and implementation
• Prepares and processes project AFD and AFE approvals
• Recommends project organization and is responsible for its staffing (design, construction)
• Liaises with the Delek US leadership and site leadership to provides project reports
• Manages project definition including process design coordination
• Responsible for project review at agreed upon milestones, including post project execution review
• Develops contracting plan/execution plan/material management plan and conduct contract negotiations
• Responsible for project planning and execution including cost estimates and control and estimate validations
• Provides ongoing financial reports, progress reports, and cost projections in accordance with Company needs
• Participates in technology selection and is responsible for process and mechanical design coordination
• Responsible for permitting process and coordination
• Provides transition leadership for start-up organization
• Approves overtime of contractor personnel
• Monitors contractor costs, schedule, and conformance to contract performance and approves expenditures per Delegation of Authority
• Monitors contractor performance against the project’s execution plan, specifically design, procurement, constructability, and material management objectives
• Approves design and construction changes in accordance with the Project’s Delegation of Authority
• Manages contractor’s procurement activities including the use of alliance contracts were applicable
• Assures that all activities are aligned with the Project Objectives
• Provides the leadership to facilities and coordinate the identification, understanding, implementation, monitoring, and closeout/resolution of key interface issues in a timely manner to ensure interfacing scopes with dependencies can proceed in accordance with the project schedule without delay
• Leads the coordination and monitoring of the interfaces for the project and help all affected parties understand their obligations and roles in the supply of information and other actions necessary for the resolution of interface issues
• Interfaces between the project and site groups
• Coordinate third party reviews for the project reviews and assurances
• Assists in coordinating transition plans for new project team members
• Assists in coordinating project workshops and alignment meetings
• Liaises with Business Team to provide regular interface and coordination for the project to provide a regular presence to identify issues and solicit input from the Business Team
• Develop the Project Interface Plan
• Ensures cost trend/change order process is adhered to if any changes are created with an external interface
• Ensures interfaces are executed and completed in a timely manner consistent with the overall project schedule and objectives
• Promotes safety in daily project activities, and rigorous decisions, plans, and communications
• Actively participates in expediting efforts with intervention and escalation needs are identified
• Ensures discussions and resolves disputes, between the project and contractors
• Identifies all interface points, thereby minimizing changes in later phases of the project
• Reduces potential rework and delays by implementing effective interface management and surveillance of contractor interface clarifications
• Ensures alignment if tie-in execution scope of work and schedule
• Promotes and fosters a culture that understands the value of each employee as a key part of the Company’s overall success

Required Qualifications
• Bachelor’s Degree in Engineering
• Ten (10) years of experience in project management experience on large capital projects, including process improvement, planning, and project quality management
• Demonstrated experience in the management of project budgets, including budget planning, resource and costs assessment, expense tracking and reporting
• Proven analytical problem solving skills
• Ability to adapt quickly to changing priorities and assignments
• Demonstrated skills in people management and leadership skills, including coaching, supervision, staffing, and conflict management
• Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint) with proven ability to setup and manipulate complex Excel spread sheets
• Ability to communicate your ideas and solutions in simple language (business jargon not needed) to your team, and executives, contractors, and regulatory officials
• Ability to work effectively as part of a team, with strong attention to detail
• Must pass drug test and background check
• Must be Legally Authorized to Work in the United States
Desired Characteristics
• Ten (10) years of experience in refining or petro-chemical industries
• Certified Project Management Professional (PMP)®
