Position Title: Director Store Development
Position Location: Scarborough, ME
Position Summary:
The primary purpose of this position is to direct, manage and control the Store Format / Planning and Architectural / Engineering and Construction activities for new stores, major expansions, acquisitions, remodels, department roll-outs, non-storing and special projects. Also included is the creation and development of department operating procedures and policies, cost control and analysis, interacting with town/city building officials and union officials to obtain all the necessary approvals / agreements to complete all projects in the capital plan. Communicate with Division Leadership on all capital plan related scope, budget and schedule issues. Collaborate with Real Estate VP's and Development Managers to identify project requirements, lease terms and schedules for all future projects. Oversee the bidding process to ensure the company is getting the best value with each project bid.
Principle Duties and Responsibilities:
1. Construction Work
Collaborate with the SVP of Operations & Sales to determine the best phasing method to complete the construction work while minimizing sales and operations impact during remodel activities. Lead and coordinate all Divisional special projects
• Provide special attention on projects, whether new, expansion, remodels, department roll-outs or non-storing that require additional input and more focus due to shutdowns, seasonal considerations or element of difficulty. Direct project team towards meeting schedule deadlines.
• Review appropriations, budgets, bids, awards and standards on various types of special and non-storing projects. Manage areas such as: due diligence, design, engineering, budgets and appropriations, permitting, implementation, and coordination with Maintenance.
2. Oversee Department
Oversee each direct report, establish performance standards and generate annual performance evaluations.
• Recruit, interview, hire, train and develop staff associates.
• Manage and oversee the Store Planning/Format process around the creation and development of the fixture plan for each project.
• Manage and oversee the Architectural Engineering process for all Capital and non-storing projects from inception through 100% redline, bid sets and final as-built drawings.
• Manage and oversee the Special Projects program for smaller construction projects as well as multi-store rollouts.
• Manage and oversee the Capital Construction program for all new stores, major expansions, acquisitions, remodels and non-storing projects.
3. Partner with Real Estate & Brand Strategy.
Primary liaison with Real Estate Development Directors and Vice Presidents to fully understand the particulars of each project for the proper coordination and turnover of capital projects to Construction
• This includes working with landlords, attorneys, engineers and consultants.
• Take the Store Development lead in working with RE to negotiate Developer Lease exhibits.
• Coordinates with Real Estate on the status of all projects under construction on a continuous basis.
• Work closely with the Brand Strategy team and Brand Leadership to plan and execute all Capital Plan projects within cost, time and quality standards. Discuss strategy for current and three year program.
4. Manage the Planning function
Manage the team that prepares Fixture Plans for all projects
• Store Planning: Create fixture plan layouts for new prototypical designs and site specific fixture plans for individual stores in support of tight schedules and HBC growth plans.
• Evaluate multiple options for layouts keeping in mind customer experience and operational efficiencies.
• Manage, direct, and coordinate the work of a multidisciplined, highly skilled, engineering and planning staff to translate the go to market strategy into quality, cost effective, retail formats that achieve Brands goals / objectives.
• Interact with all other Store Development departments and RE to ensure all aspects of the project are taken into consideration.
5. Manage A&E Design
Manage all A&E Design including code, design, VE. Etc
• Lead the associates, teams and activities of Civil/Site Design, Store Planning, Building Design Services, and CAD and Construction Services departments.
• Manage and coordinate the operations of the Design and Construction Services Department to design and construct and equip all new, expanded or remodeled retail store and Distribution Facilities.
• Drive the company s industry leadership in LEED sustainable design and construction, incorporating LEED into both new and existing facilities and by partnering with Corporate Responsibility.
• Evaluate the performance of new facilities and modify designs to lower capital and operating costs
6. Manage all Special Projects
Manage all Special Projects, pre-planning, estimating, bidding construction
• Manage and control the pre-construction and construction activities for all Special Projects and Gas Stations. Develop and implement overall department operating procedures and policies as well as project specific requirements. This position is responsible for all divisions within AUSA.
• Establish and maintain department operating processes, procedures and reporting, in order to meet the company's existing and new requirements. This includes but is not limited to: Developing and managing the Gas Station remodel program, developing and managing the Special Project request and approval procedures, developing and managing a Key partner program with Gas station contractors, and managing and period reporting on all Special Projects and Gas Stations.
7. Contracting
Evaluate and assess construction complexities and timing of each project to determine the optimum contracting method while meeting the CAP-X program opening dates
• Direct the design team including architects, engineers and other Store Development associates to manage and control the bidding effort with the objective of obtaining the lowest qualified price for each project. Strategize and plan with the Sr Mgr Regional Construction or Project Managers for the pre-bid meeting. Negotiate with the low bidders and determine best price and terms.
• Manage the bid, contract and requisition approval process for Baltic Trail Refrigeration group.
8. Job Costs
Track / manage job costs to ensure projects meet budget.
• Evaluate current expenditures from all cost centers and compare with previous reports.
• Evaluate cost centers' projections and determine if realistic and practical. Explore those expenditures that seem out of line with previous reports and expectations. Arrange to have the budgets reflect any changes.
• Interact with Investment Planning to review the Proliance information and the appropriate allocation to date. Submit to Senior Management for their review.
• Work with Estimating to prepare and submit budgets for all projects based on region for Senior Management approval, prepare and submit appropriations. Evaluate and negotiate to attain the best value and approve change orders. Approve construction requisition to maximize cash flow advantages.
9. Site Visits
Visit sites for future projects in order to gain a full understanding of the project complexities.
• Evaluate site conditions and geotechnical and environmental reports. Determine best construction techniques for the particular project.
• Act as the lead source for solutions and direction for field related problem solving and construction means and methods. Provide expertise and knowledge for latest and most cost effective techniques.
• Evaluate new products and applications and determine how these can be implemented in our construction model. Review specifications and lease exhibits to update as needed to keep with current trends and requirements. Provide scopes of work needed to develop construction projects to meet the CAP-X store opening program.
10. Project cost review
Prepare and submit Step #4's for all construction projects
• Verify construction costs by comparing actual bids to previous estimates. If actual bids are more than the Step #3 estimate either re-evaluate scope or submit for internal re-approval. If more than 10% over, internal re-approval is required / ACM-9 notification to Ahold. Prepare and submit Authorization to Proceed document. Evaluate all fixture plan changes to determine cost and if a Project Change Request (PCR) is required.
11. Work with Unions
Negotiate with construction trade labor unions before and during the bidding phase.
• Communicate with union officials prior to bidding to determine list of bidders per trade.
• Share selected information with union officials in an attempt to secure a more competitive arrangement and/or attempt to reach common ground when awarding work.
• Resolve disputes that may arise during construction.
• Continue to communicate and meet with union officials throughout the length of the project to minimize or eliminate the threat of union action.
• Arrange for on-site control once union action is known or anticipated. Communicate Work with our Labor Relations, Legal, Public Relations and Sales / Operations departments when labor action is being threatened. Work with attorneys to file National Labor Relations Board (NLRB) charges when appropriate. All of this is done to minimize disruption to the existing stores and their customers.
Requirements
Basic Qualifications:
• Bachelor’s Degree; OSHA Certification
• 10 to 15 years experience
