Job Summary
Develop and implement departmental and corporate contract strategy, policy, and process improvement initiatives. Manage contracts with considerable amount of risk. Contract activity may be non-routine and require development of specialized contract terms and techniques to accomplish business goals and objectives. Expert understanding of the business, legal, and competitive impact of contracts and terms. Expert lead negotiator. Subject Matter Expert for highly complex and detailed legal contract issues by providing analysis, guidance, leadership, and negotiation support. Exercises independent judgment and analysis of significant issue identification and resolution. Participate in development of business alliance and teaming, source selection procedures and process, and make or buy determinations. Consults attorneys on very complex or high risk/visibility issues. Ability to influence senior management. Expert knowledge of contracting, and applicable laws and regulations. Contract Certifications desired. Consulting-level, highly technical professional.
Job Description
• Requires an expert ability to reflect business and legal issues in drafting and negotiating highly complex contracts.
• Conducts training and develops materials and reference resources for use internally and externally.
• Understanding all appropriate laws and applicable regulations in preparing and negotiating highly complex contracts.
• Responsible for the administration of highly complex contracts including drafting and negotiating highly complex contract amendments, providing contract interpretations and assisting with complex claims and disputes.
• Responsible for leading and collaborating with internal business teams to develop executive level approval documentation in support of contracts and proposal preparation.
• Performs risk assessments to ensure risk and contract issues are appropriately identified and addressed in a timely manner and offer approaches to mitigate risks, including alternative contractual language, as required.
• Compile and analyze contractual data; maintain and archive historical information in accordance with USG regulations and company policies and procedures.
• Negotiation of claims and settlements for billing disputes, labor and material costs, may include audit, control, or liaison functions with both suppliers and customers.
• Significant ability to influence senior management, excellent presentation and leadership skills.

• Top Secret Clearance
• 10+ years direct experience managing all aspects of contract activity, pre and post sales.
• Experience with FAR, DFARS, CAS, TINA, Cost/Price Analysis, and contracting best practices.
• Experience with all contract types including FFP, CPFF, CPAF, T&M, IDIQ, MAC/GWAC, Fair Opportunity.
• Previous career experience in Federal Government contracting.
• Experience working on Major IT and Professional Services proposal development.
• Excellent presentation skills, oral and written, to all management levels.
• Knowledge of contracting and procurement policies and procedures and how to apply them.
• Demonstrated effectiveness in prioritizing multiple tasks, monitoring progress, and managing efforts in order to meet deadlines.
• Demonstrated effectiveness in working with others in both support and leadership role in a multifunctional team environment.
• Experience working in an organization with a Certified Purchasing System.
Education
• BS Degree or equivalent required, advanced degree or Contracting Certificate preferred
• CPCM Professional Certification preferred
