Under the general direction of his/her direct management, the Program Manager is responsible for managing and directing the implementation of all the technology related components of one or more simultaneous project efforts, as assigned by the Strategy and Business Operations Director or Vice President. The Program Manager is directly responsible to project manage one or more work-streams (aka Work Packages or Swim-lanes) within a Program (a group of like projects designed to satisfy a single objective) and to ensure that all intra and inter project related dependencies are defined, managed and controlled. Additionally, the Program Manager must have experience in managing subordinate project managers and in soliciting, combining and aggregating program progress information from subordinate project's managers, as a single point of reporting for the Program's overall health, to include deliverables, cost, schedule, risks and issues, to the program's sponsor / client, in order to consistently deliver high quality products and services on-time and within budget.
The initial focus of this position is to be the primary liaison between IT and the Flexible Resourcing Partner(s) ensuring that the partner(s) performance meets Altice’s current and evolving business needs. This position serves as the escalation point for the resolution of issues between internal stakeholders and the service provider. Project team members report directly into their appropriate Manager or Senior Manager from an Employee Relations perspective. The Program Manager does have matrix management responsibilities for the assigned project team members and their project related assignment. Responsible for leading and managing program initiatives as it relates to Scope, Cost, Schedule, Risk, Human Resources, Communications, Procurement, and Change.
• A Bachelor’s degree in Project Management, Business (or Management), Computer Science, Engineering, or related discipline, or equivalent work experience is required; a Master’s degree (or equivalent) is desirable. Or any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved
• Formal project management training/certification (e.g., Project Management Institute- “Project Management Professional (PMP)”) is desired
• Project Management Institute- “Program Management Professional (PgMP)” is desired
• 2 or more years of documented program management responsibility in leading program initiatives and were directly responsible to simultaneously project manage one or more work-streams (aka Work Packages or Swim-lanes) within a Program
• 8 or more years of project management responsibility, demonstrating leadership skills and managing technical staff and financial resources through various life-cycle phases (cross functional experience highly desirable)
• 8 or more years of management experience in which one or more of the following has occurred:
• Successful development and implementation of applications in new computing architecture environments using new and emerging technologies
• Demonstrated competency in managing resources to meet project and program goals
• Development of efficient and effective solutions to diverse and complex business problems
• Successfully implemented new work processes or process improvements
• Gained experience working with customers to develop solutions to business problems
• Experience in managing subordinate project managers and in soliciting, combining and aggregating program progress information from subordinate project's managers, as a single point of reporting for the Program's overall health, to include deliverables, cost, schedule, risks and issues, to the program's sponsor / client
• Experience in infrastructure definition and deployment, and project management life cycles related to implementing new and refreshing/upgrading existing environments
• Experience in process engineering / re-engineering and deployment, and project management life cycles related to implementing new re-engineered processes
• Demonstrated leadership skills promoting development of a multi-disciplined team consisting of project administrators, software developers, database administrators, business analysts and executive management personnel
• Excellent oral and written communication skills; an ability to present and discuss technical, functional and managerial information clearly and concisely, establish rapport, persuade others, and gain understanding
• Effectively manage in an environment where full time employees and consultants work closely together and are often interchangeable
• Knowledge and use of formal software development lifecycle methodologies, including: Waterfall and Agile
