Responsibilities
The Program Manager shall provide project management and scheduling for all planned work for Technical Services. The Manager shall assist the Director of Engineering in estimating manpower usage and capital budgets for Engineering Department.
Responsibilities:
• Manage projects from initiation to closure.
• Be accountable for project results.
• Design and develop project schedules.
• Work with stakeholders to complete project outlining scope, goals, deliverables, required resources, budget and timing.
• Complete work breakdown structure to estimate effort required for each task.
• Act as a mediator between stakeholders and team members.
• Develop tools and best practices for project management and execution.
• Ensure all project documents and processes meet requirements of USH Compliance group.
• Prepare bid documents and execute bid reviews for planned work with outside vendors and consultants.
• Prepare, negotiate and manage contracts with outside vendors and consultants for projects.
• Organize, implement and maintain schedules supporting identified projects and their plans.
• Assist to set up tasks and sub tasks to ensure satisfactory realization of project contract requirements as scheduled.
• Log project time-lines and maintain schedule of tasks and status.
• Log all new information into schedule and provide scheduled reports for contract coordination and reporting purposes.
• Interact with customer and project staff to schedule work and coordinate assignments.
• Interact with project team and task managers to define scope of work to develop and update detailed schedules, cost information and identification of variances from original plan.
• Evaluate project schedule progress and performance and identify developing problem areas.
• Analyze critical path and constraints to determine effect of changes to schedule and recommend work-around.
• Suggest management of risks affecting project profit, costs, schedules and client relations.
• Support project management team to maintain timely and effective change management processes, procedures and systems.
• Assist project team to develop and maintain periodic status reports to keep management informed on project progress.
• Conduct analysis to determine alternative courses of action or recovery on slipped schedules.
• Participation in reward and recognition, employee events, and ESAT action planning
• Acts as EHS Safety Team representative for employees
• Ensures that all safety procedures are understood and followed by providing up to date safety training to all employees and auditing procedures
• Ensures that collective bargaining agreements are upheld by partnering with HR and Labor Relations to maintain positive union relationships
• Perform other duties as assigned.
Qualifications/Requirements
• Bachelor’s degree from a four year college or university in Engineering, Business or related field; or equivalent combination of education and experience required.
• 5-7 years of Project Management experience in an Engineering or process plant environment.
• 5-7 years of operations management/team leadership experience; or equivalent combination of education and experience
• Proficiency in in technical design, system integration and familiarity with components.
• Proficient knowledge and logical approach to problem solving and troubleshooting capabilities of mechanical and structural systems.
• Proficiency in mechanical/electrical drawings, Solidworks, AutoCAD and technical documents.
• Advanced familiarity with construction sites, reading architectural drawings and evaluating construction/installation progress.
• Ability & willingness to work overtime, weekends and holidays with short notice
• Proficiency in Microsoft Project, Word, Excel, Outlook and PowerPoint
