Job Summary:
The Director of Network Engineering Conditional Access will serve as a technical single point of contact focused on Comcast's Conditional Access Systems for the West Division. The role will perform a variety of complex analytical duties in the planning, testing/evaluation and deployment of Comcast products and services, and will work with various video, voice, high-speed data, and home security products for residential and commercial customers. The Director will be responsible for providing leadership, strategy and direction for the Conditional Access team within the Division Engineering department.
Primary Responsibilities:
• Serve as a Conditional Access single technical point of contact for West Division regions
• Thoroughly understands systems and processes related to Conditional Access operations in both DAC and DNCS environments
• Develops collaborative relationships with people across a variety of areas within, and external to, the organization to ensure positive business outcomes, superior communication, and an excellent customer experience
• Works closely with Product/Business Development Groups, National/Division/Regional Engineering and Operations, Project Management, Vendor, Care, XOC, and Field Technical Operations Teams to identify and drive improvements across Comcast regions. Influences, shapes, and integrates strategy for functional area(s)
• Manages technology development and field introduction through design engineering, vendor interaction, lab testing and field soak. Works in conjunction with Test and Quality Assurance organization to optimize quality control of devices and technology
• Deploys new functionality quickly and accurately, minimizing disruptions even during maintenance windows
• Develops and implements Service Level Agreement's, policies, procedures, and processes to ensure efficient and effective support for all operating systems. Ensures that established National Service Level Agreement's for all processes and procedures are followed at all levels
• Develops monitoring processes for all services, network performance, network maintenance, telecommunications maintenance, facilities management, and overall network performance/reliability
• Provides direction to functional engineering teams and departments within the XOC that are responsible for the various aspects of event detection, event isolation, and event resolution
• Assures proper tracking and reporting of network related measurements including network health reports, post-mortem of outages, outage reports, headend reports, trending reports/analysis, and management/operating summaries
• Maintains communication of project statuses and drives for continued improvement in quality and availability of each product offering
• Hosts regular meetings with various groups to identify issues and provide technical solutions to improve operating metrics tied to the customer experience
• Creates and communicates department strategy in conjunction with senior management and key business department management
• Creates and ensures adherence to department procedures, processes, and policies
• Prepares capital and operating budgets with ongoing responsibility for financial performance relating to approved budget guidelines. Ensures appropriate resources to achieve financial and business objectives
• Manages professionals at manager, supervisor, and professional engineering levels
• Other duties and responsibilities as assigned
• Twenty-five percent travel required
Core Responsibilities:
• Assists in creating quarterly and annual budget and monitors and approves all expenditures and capital projects associated with the Engineering department.
• Plans and facilitates activities related to the preparation of capital and operating budgets and forecasts of operations.
• Communicates department strategies and objectives effectively within the department and across the organization. Delegates responsibilities and oversees operations to ensure strategies and objectives are being met in an organized and timely fashion.
• Monitors overall work processes and standard procedures to ensure performance is to company and industry standards. Stays knowledgeable of competition and important emerging technologies and standards.
• Establishes and develops staff through ongoing training programs, operational procedures, communication skills, policies, technical skills, etc.
• Sets the reporting standards and then works with the Manager of Engineering to analyze reports for such issues as schedule completions for testing, spend levels for NRE costs, yearly license costs, etc.
• Works with staff to recruit and retain top engineering talent.
• Consistent exercise of independent judgment and discretion in matters of significance.
• Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) as necessary.

Job Specification:
• Bachelors Degree or Equivalent
• Engineering
• Generally requires 10+ years related experience
Additional Requirements:
• Bachelor's Degree in Engineering or Computer Science or relevant equivalent experience
• Experience managing highly specialized technical and engineering teams (previous Director experience is a plus)
• Experience solving difficult problems in high pressure situations
• Experience in Video Operations Teams is highly desirable
• Good understanding of DOCSIS, Packet Cable, QAM/IP Video, CMTSs, Server Farms, Cloud Technology, X1 Platform, Guide Data platforms, scripting and automation technologies
• Understanding of eMTA/eDVA, cable modems, wireless gateways
• Knowledge of IPV6
• Strong leader with refined interpersonal communication skills demonstrated through regular interactions with employees, customers, company management, and vendors
• Detailed-oriented and organized with superb follow through skills. Able to handle multiple projects simultaneously in fast paced changing environment
• Excellent verbal and written communication skills
• Able to communicate and interact effectively at all levels of the organization
• Able to effectively communicate complex systems and data to non-technical audiences
• Talent for assessing company needs, priorities, and rapidly recognizing problems to find solutions for those problems
• Superb computer skills to include aptitude for technical writing, working with spreadsheets, and developing presentations
• Team player and strong organizational skills with attention to detail
• Able to exercise independent judgment and discretion in matters of significance
• Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) as necessary
• Ten or more year's cable TV experience with advanced knowledge of customer premise equipment and Video Operations teams
• Proven leadership abilities and troubleshooting skills
