The Compliance Policy and Program Director is responsible for governance and oversight of the compliance program including exam management, third-party oversight, issue management protocols, regulatory tracking and risk assessment. The Compliance Policy and Program Director will lead a team that will focus on the core elements of the compliance program while acting as a partner and liaison across multiple stakeholders including business leads, legal, finance and accounting and the Audit and Inspections team within the Compliance Department. The Compliance Policy and Program Director will report directly to the Chief Compliance Officer.

Job Description
• Design, implement and manage effectively and efficiently a risk assessment plan, to be prepared annually, and updated quarterly
• Ensure compliance policies and supplementary procedures are established and maintained for compliance with applicable jurisdictional laws and regulations
• Manage interactions with state, provincial and federal regulators including regulatory exam management to include state/provincial exams, CFPB exams, and Title 31 IRS audits
• Maintain and enhance inventory of legal requirements including change management protocols and communication procedures
• Coordinate with the audit and inspections team to ensue effective partnership between the policy and program responsibilities and the audit and inspections team
• Develop, implement and execute on an enterprise-wide issue management protocol to include issue identification, escalation and remediation
• Enhance the third-party management program to include due diligence requirements at onboarding and risk-based monitoring and testing program
• Develop and implement a complaint-management oversight program to include tracking, escalation and root cause analysis
• Partner with key business owners on new product initiatives and changes to existing products and channels
• Collaborate with retail, online and collections leaders to provide guidance on legal requirements applicable to the business, and how best to comply with those requirements
• Implement communication plan to effectively communicate regulatory changes and compliance program updates to key constituents throughout the organization
• Provide compliance-related updates to senior leadership team and applicable Boards of Directors
• Coordinate with internal training resources to ensure appropriate compliance-related training is delivered and completed by applicable employees
Qualifications
Education
• J.D. preferred
Experience
• Financial services experience strongly preferred
• Risk assessment experience
• Experience in a highly-regulated consumer facing business
• More than seven years of relevant experience in legal and/or compliance with a strong understanding of consumer protection regulations in both the US and Canada
• Awareness of current laws, rules, and regulations
• Solutions oriented and willingness to constantly evolve and adapt the compliance program to the changing needs of the business and its regulatory environment
• Strong client-relations skills and ability to partner with business and control functions to develop practical business solutions that comply with applicable laws and regulations
• Capable of researching and resolving issues independently
• Facility with various PC, MS Office and internet applications
• Strong analytical thinking and critical reasoning skills
• Ability to thrive in a fast-paced environment and successfully meet deadlines
• Self-motivated, independent, effective time manager
• Strong inter-personal, verbal, and written communications skills; capacity to convey a confident, professional, and positive attitude.
