The Director, HR Operations is primarily responsible for providing leadership; strategy and operational direction related to the Employee Resource Center, Payroll, and HRIS staff. Oversee Human Resources risk management and the application of federal, state and local laws (EEO, FMLA, ADA, etc.). The manager also supports the objectives of other Human Resources Service Delivery teams, such as Total Rewards, Talent Acquisition; Community and Employee Engagement and Talent & Organizational Development. The position ensures optimal employee experience with regards to culture, engagement and branding; works closely with Human Resources Business Partners.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
1. Works closely with the Director of Employee Relations: to develop, interpret and recommend workplace program goals, objectives, policies and procedures. Oversees the management of issues, lawsuits and internal complaints. Exercises sound judgment and decision making based on Federal/State employment laws and regulations to minimize legal liability to the organization and partners with external counsel to ensure successful resolution of employee relations matters. Develops and oversees communication to employees and managers on new and ongoing Human Resources programs and initiatives in order to maintain a sound employee relations program. Maintains positive relations through employee activities, employee recognition programs and diversity programs.
2. Directs ERC activities to include developing, interpreting and recommending program goals and objectives, policies and procedures. Ensures that the team achieves quality case resolution with efficient response time, and are accurate and efficient in all transactional and operational processes.
3. Identify ways to improve employee productivity and process improvement through HRIS system with a focus on reducing manual tasks. Identify and implement ways to improve processes defined by the HR Centers of Excellence that may improve the employee experience or enhance the productivity of the Center of Excellence.
4. Directs and supervises exempt and nonexempt Employee Resource Center, Payroll, Benefit and HRIS department personnel; includes guidance and training of assigned staff, determines work priorities and schedules work assignments, interviews and recommends candidates; evaluates, orients, counsels and trains subordinate personnel.
KNOWLEDGE, SKILLS and ABILITIES:
• Advanced knowledge of human resource policies and procedures associated with employee relations, compensation, and training
• Advanced knowledge of relevant governmental regulations (Civil Rights/EEO, ADA, FLSA, wage and hour)
• Excellent PC skills including knowledge of word processing and spreadsheet applications
• Excellent interpersonal skills including oral and written communication skills; ability to explain governmental regulations to all levels of employees
• Ability to identify and resolve sensitive issues and alert management to potential liability and supervisory/managerial issues
• Excellent supervisory, decision making, and organizational skills
• Ability to manage conflicting situations
• Analytical problem solving skills with the ability to identify and understand complex issues, analyze and draw conclusions and determine approaches for choosing and executing an effective course of action
• Excellent written and oral communication skills
This level of knowledge is normally acquired through completion of a Bachelor’s Degree and 10+ years experience in human resource operations (including payroll, HRIS, call center, etc), employee relations and/or employee law, which includes 5+ years managerial experience or equivalent work related experience of 15+ years. SPHR, CEBS, and other human resource certifications are highly desirable.
