At CoBank, the Vice President Talent Management serves as a member of the Human Resources leadership team. Provides strategic consulting to executive and senior management teams on talent strategies and initiatives. Leads a team that is focused on innovative and forward-looking solutions to talent needs. Responsible for the implementation, planning, and support of HR programs and works as a close partner with management to determine HR implications of bank strategic business objectives. Manages HR functional areas including employee relations, recruiting, organizational development, and training. Directs a team of human resources professionals to assess and meet the talent needs of the organization. Partners with the SVP, Human Resources to develop talent strategies and priorities, and determine programs and policies appropriate that are consistent with and supportive of the organization’s culture and talent and compensation philosophy.
Essential Duties and Responsibilities
• Directs progressive and creative programs and tools that support coaching, staff development, career guidance, team development, and learning and development solutions that enhance individual and organizational performance.
• Translates business strategies into organizational initiatives and HR priorities.
• Participates in management meetings as a strategic business partner to identify human resource needs (organizational design, employee development, talent management) relative to business strategies and directs staff to provide support as appropriate.
• Provides oversight for training and development programs and ensures that these programs are aligned with core values and business objectives across the organization. Serves on development program committees as required.
• Works systematically to diagnose problems, analyze data, and identify root cause and recommend solutions for HR related business issues. Develops creative and innovative solutions.
• Participates with other HR colleagues in the development of bank wide projects, including understanding their implications to the business and on associates. Provides input on design of HR policies and programs.
• Oversees the development of training, development, employee relations, and recruiting programs that support business objectives and are necessary and cost effective.
• Trains, evaluates and motivates HR staff members. Establishes objectives requisite to achieving business plans. Proactively defines staffing needs to address future workforce needs.
• Manages and oversees the management of various HR projects and programs including their implementation, communication, training, and evaluation. Partners with other HR teammates in analytics, systems, payroll, compensation, inclusion and diversity, and benefits to achieve department-wide objectives.
• Provides oversight for performance management and employee relations programs.
• Provides oversight and structure to organizational development function, including associate engagement surveys, career development programs, maximization of team and engagement tools, and organization change management.
• Manages and provides direction to talent management team. Recommends new approaches, policies, and procedures to effect improvements within the bank.
• Approves, documents and with others, oversees the work of the department in the absence of the SVP, HR. Responsible for all compliance and audit functions related to Talent Management functions.
Basic Qualifications
• Advanced degree in human resources management or other relevant discipline.
• Fifteen (15) or more years of experience in HR administration including recruiting, employee relations and performance management programs, investigation of harassment and discrimination claims, interpretation and application of employment laws, and company policies and procedures development, implementation and administration.
Preferred Qualifications
• Extensive knowledge of employment, employee relations, organizational development, training (design and delivery), succession planning, and retention.
• Proven ability to lead, manage and develop a professional HR staff.
• Past working experience in dealing with change management/corporate culture principles and processes as well as employee development principles.
• Excellent working knowledge of state and federal labor laws and regulations.
• Demonstrated goal measurement, coaching and team development, problem solving/issue resolution, collaboration and leadership skills.
• Demonstrated ability to establish and maintain effective working relationships with all levels of bank personnel.
• Exceptional verbal and written communication and presentation skills, with demonstrated ability to clearly articulate messages to a variety of audiences. Excellent active listening skills.
• Able to build and maintain relationships, working effectively at all levels of the organization. Skilled at influencing others, building consensus, and moving toward a common vision or goal.
