Environment
The Global Technical Services organization (“GTS”) provides Infrastructure Engineering, Project Management and Administration for all staff and applications worldwide. The vision within GTS is to provide leading edge cost effective technology services and support based on an infrastructure that is shared by the SG companies, requiring adherence to common standards, policies and security settings. The teams are globally aligned in order to leverage best practices, standards and procedures on a worldwide basis.
Market data systems are the heart of our information system for the trading floors, research and banking characterized by high quality service, performance, resiliency and proactive solutions.
The Market Data infrastructure team is group of dedicated personnel to the management of market data platforms for the entire America region. This team also oversees all direct access connectivity and infrastructure with external parties, such exchanges, brokers, ECNs.
The Market Data administration team are a group of dedicated personnel providing business analysis, administration and commercial management of market data services. These responsibilities include service provisioning, inventory and invoice management, cost optimization, vendor management and market data audit coordination
Presently, the functions above report to two different functions within the GTS organization. The new role of Head of Market Data services will consolidate the commercial, administrative and technology infrastructure functions under single leadership. The role will also consolidate a third function which is the client market data management function
Mission
Head of Market Data Services – Americas will manage the operational, contractual and financial aspects and associated personnel associated to the provisioning lifecycle of Market Data Services. It will also manage the connectivity and infrastructure including market data trading platforms and other messaging services such as SWIFT
Market Data services include:

Day-to-Day Management Responsibilities include:
Support
• Provide support, maintenance and development of the Market Data services and technology platforms
• Ensure monitoring and support of all systems and services that fall under market data including Direct Market Access, Thomson Reuters products, Bloomberg, EBS, all Broker and Regulatory services
• Resolve, report, follow-up and communicate on incidents; work closely with other departments and suppliers both in the US and internationally; keep the right level of communication with users.
• Ensure all incidents are logged and followed both internally and with the suppliers within required timelines
• Identify and apply appropriate technical solutions or create new procedures to solve common incidents
• Ensure any changes to systems are executed with accurate communication and in the respect of change management procedures.
• Work with Global Market Data team to learn the global standards and compliance rules to be able to make system and/or process changes wherever necessary.
Business Analysis
• Business analysis for clients to offer new services or more competitive services.
• Work closely with clients, business analysts and team members to understand the business requirements that drive the analysis and design of quality technical solutions.
Entitlement Management
• Manage Market Data Entitlement changes for all clients, giving a service quality that meets or exceeds client expectations.
• Maintain an accurate real time inventory of entitlements, adhering to the global inventory standards.
• Ensure that offshore entitlement management is conducted to the same expectation levels as local entitlement management.
• Perform recertifications and annual audit of Market Data services and entitlements
Vendor Negotiation & Relationship Management
• Maintain relationship with Market Data vendors, and cascade new products and strategy to internal clients.
• Work with key vendors to host onsite ‘vendor days’ to showcase new products and services.
• Collaborate with Sourcing and negotiate pricing, terms and conditions with AMER Market Data vendors to ensure the most competitive services for our clients, together with ACHA and SEGL where appropriate, along with their global counterparts.
• Develop and maintain a close working relationship with other IT teams local and globally
Financial and Services Inventory Management
• Maintain the Market Data and Telecommunications cost for the Americas
• Manage the construction of the CME budget based upon Rate Cards, under the supervision of FIND.
• Oversee invoices processing services for Market Data CMEs and Market Data related Telecom service with SG’s outsourced provider.
• Manage month end Accruals and Allocations process under the direction of FIND.
Reporting
• Provide IT management and key business users with visibility via regular and accurate reports of the progress associated to all of the activities of the team
• Create and distribute all Market Data and Telecom Financial reporting including monthly dashboards and end user RC manager reports
• Manage the compliance reporting to the Exchanges as required in the contracts.
Projects
• Manage technical projects including involvement from local and global application, infrastructure, governance, and client teams
• Follow market data vendors’ roadmaps and prepare cost/benefit analysis of alternate technical solutions if relevant.
• Proactively propose projects and implement procedures to make savings or to improve efficiency within the team, across IT or the business as a whole.
• Adhere to standards and security guidelines
Supervision Duties
• Manage operational, contractual and financial teams associated to the provisioning lifecycle of Market Data Services.
Profile
Technical Skills:
• In-depth knowledge of RMDS, EBS, Reuters Dealing, Bloomberg, Thomson Reuter’s products and Broker services. Extensive experience with the domestic and global exchanges and the relevant products.
• Knowledge and understanding of market direct access: connectivity, constraints and vendors.
• Understanding of network fundamentals: cabling, OSPF, HSRP, BGP, etc.
• Understanding of network architecture and design
• Understanding of Unix/Linux systems.
• Understanding of Windows PCs and servers
• Finance – Experience in Budget, Expense management, Client allocation, and reporting of metrics.
• Tools - Strong knowledge of Microsoft Office and Market Data inventory tools such as MDM (Market Data Manager), FITS, etc.
Desired / Plus:
• General experience with the products and services from the top market data providers. Contract Negotiation, Business Process (body of Knowledge)
• Understanding of the technical delivery of a broad range of other Market Data services:
• GENEOS (ITRS)
• Understanding of how market data is used in investment bank and trading environments
• Professional technical qualifications such as MCSE or equivalent Unix/Linux certification

Education:
• Bachelor’s degree in Computer Science or Engineering or BA/BS from an accredited educational institution in a relevant discipline such as finance, engineering, MIS, etc.
Desired / Plus:
• Master’s Degree in Computer Science or Engineering or MBA in Finance & IT
Experience Needed:
• Experience in investment banking environment
• Significant experience in support and maintenance of market data or market access systems in a trading environment
• Install and upgrade RMDS and desktop applications such as Cobra, DataStream, Bloomberg
• Similar management experience within a financial institution with a global infrastructure organization.
• 8+ years with the required technical experience as highlighted.
• Technical Lead/Architect for system initiatives within large scale international organization
• Conducting/participating in product evaluations and performance testing
• Experience in low latency / high frequency trading environments is desired.
Desired / Plus:
• Experience of taking the lead on project based activities to improve systems and services for trading or market data or market access systems

• French language is desired but not mandatory
