Overview
Our Client, a higher education institution in Union County, NJ is seeking an Associate Vice President of Finance to join their growing team.
Essential Duties
Duties and Responsibilities
• Responsible for accounting operations, and timely reporting thereon, including accurately accounting for all College and Foundation economic transaction in accord with generally accepted accounting principles and guidance provided by the National Association of College and University Business Officers (NACUBO) and in full compliance with rules and regulations from the Office of the Secretary of Higher Education.
• Responsible for the design, implementation, and maintenance of an internal control system to prevent and detect fraud and safeguard institutional resources.
• Responsible to assure that expenditures of federal awards and state awards are in accord with the requirements of OMB Circular A-133 §31O.b and NJ Circular NJ OMB 04-04 and to timely reporting thereon.
• Responsible to assure all expenditures of grant awards are in accord with the terms of the underlying grant and to timely reporting thereon.
• Supervises the Director of Purchasing as she/he obtains needed goods and services at the best possible price, which involves developing and implementing strategic purchasing plans and making adjustments based on strengths and weaknesses while assuring that ALL procurement activities are executed in accordance with College policies and best practices and are consistent with all New Jersey State regulations and statutes relating to Community College goods, services and construction procurement; all as set forth in the job description of the Director of Purchasing.
• Supervises the Executive Director of Continuing Education and Workforce Development (“EDCEWD”) to ensure proper completion of outcomes as stated in grant and contract agreements with State and Local agencies. All must be done in accordance within established budgetary constraints. Works with the EDCEWD on new ideas for revenue generation, develops strategy for execution and assists in successful completion of action plan and strengthen and develop non-credit programs to accomplish the mission of the College.
• Provides direction and support for the College-wide budget and planning process through supervision of the Director of Financial Reporting and Budgets as he/she develops, manages and monitors the College’s budgeting process.
• Prepares all College Board of Trustees resolutions related to resource procurement and utilization in accord with applicable law and within the mission of the College.
• Responsible for the maintenance of banking relations for both the College and Foundation, including maintenance of sufficient operational funds.
• Periodically reviews policies, regulatory practices and procedures and makes recommendations for changes to the Vice President.
• Provides strategic and tactical planning input to the development, evaluation, and coordination the College’s Master Plans, including advice and recommendations to other divisions as needed.
• Promotes continuous improvement in services, processes, automation and efficiency.
• Facilitates communication among staff, management, vendors, and other accounting, technology or finance resources within and outside of the organization.
• Performs other related duties as assigned.
Qualifications
Education Requirements
• Bachelor of Science in Accounting/Finance and Certified Public Accountant, or MBA/Masters in Accounting and Certified Public Accountant.
