JOB SUMMARY
Under broad direction of the Director IT Operations, the Infrastructure Operations Manager is responsible for the technology strategy and operational execution for the Infrastructure Operations Engineering teams, along with the development and implementation of policies and processes to ensure the bank's technology solutions align with business objectives. Works closely with Business Solutions, Information Security, and other Infrastructure management teams to deliver technology solutions that perform well to deliver a stable technical environment for technology production operations. In addition, the Infrastructure Operations Manager provides technical leadership across the organization, including strategic decision making, project planning, vendor management activities, budget and forecasting for financial and resource management and application ownership accountabilities. This position is also responsible for all performance management, staffing, colleague development and employee relations for the Infrastructure Operations Engineering team.

Operates in full compliance with internal policies and procedures as well as applicable regulations and laws, including but not limited to Bank Secrecy Act/Anti-Money Laundering requirements. Responsible to report any procedure or process that doesn’t meet regulatory requirements including fraud, whether suspected or confirmed, to management. This reporting can be done directly to any member of management, including Human Resources or Corporate Security, or can be reported through Associated’s anonymous Ethics Hotline.

JOB ACCOUNTABILITIES
Anticipate changes within the company and the financial/technology industry, formulate strategic direction with the support of the Director IT Operations, develop business plans and provide recommendations to senior IT Management regarding any changes needed. These should focus on the overall strategic objectives of the company.
Develop and interpret organizational and department goals, policies, and procedures. Ensure the accuracy and completeness of IT infrastructure documentation.
Responsible for planning, forecasting, setting objectives and determining course of action that effectively deploys the resources (human, technology, and financial) within the department to attain objectives. This includes the management and control of departmental expenditures within agreed budgets.
Manage the Information Technology Infrastructure department, consisting of direct reports and indirect reports, including the recruiting, training, staff development, performance management and annual performance reviews, according to company policies and employment laws. Ensure relevant company-wide procedures are followed.
Provide the company with expert opinion on new and emerging technologies that may assist in the planning and implementation of an addition, deletion and/or major modification of technologies that supports a cost effective infrastructure.
Review and recommend architecture solutions and changes to ensure synergies between technical, data, and application architecture as they align with the organization’s stated goals. Work with architecture, infrastructure engineering, infrastructure operations and other relevant groups to establish processes for requesting new technology integrations.
Establish, engage, maintain and review key technology vendors and contracts. Work closely with the Vendor Contract Manager in the Third Party Management department in completing vendor requirements while ensuring that contracts meet bank standards, following the vendor program/procedures, and ensure the bank is in full compliance with internal policies and procedures as well as applicable regulations and laws.
Align teams to road maps across Infrastructure, Business Solutions, Enterprise Architecture and Information Security. Partner with other team members to understand and identify business needs, priorities, issues, and strategies to help establish and define an aligned road map to meet their needs –short term and long term (tactical and strategic).
Develop and utilize financial acumen for respective area of the overall Infrastructure budget. Work with Finance Department and Director of Infrastructure and Operations to establish and achieve annual budgetary goals that align with the strategic direction of the organization.
Work with Business Solutions, Enterprise Architecture and Information Security on purchase decisions of new systems. Develop strategy in alignment of the IT objectives and recommend purchases of technology that will increase business efficiency, save money and facilitate corporate expansion.
Work with team leads to develop, implement and maintain standards and governance model for respective teams. Model these functions in accordance with the Service Operations / ITIL guidelines as well.
