Our client, Livingston County Community Mental Health Authority, located in Howell, Michigan, is seeking an Associate Director of Contracts and Finance Administration.
LCCMHA provides emergency services, assessment, health and medication services, client services management, individual and group therapy, assertive community treatment, older adult services, respite, substance abuse services, community supported living, wraparound and psychosocial rehabilitation.
Our staff includes trained and licensed social workers; psychologists; psychiatrists; occupational, physical, and speech therapists; nurses; support staff; administrators and others who maintain professional licensure or certification as required by law.
Position Overview
As a member of the administrative team, this role manages financial functions of the Authority, including but not limited to: finance software application, server network, contracts and reporting. This position oversees the Authority's annual independent audit and CFR 200 Uniform Administrative Requirements, Cost Principles and Audit requirements for federal awards compliance review. Attends the Board's Ways and Means committee meetings and represents the authority at designated regional and state meetings.
Duties:
Regular full time Associate Director of Contracts and Finance Administration would direct the financial functions, IT functions and ensure financial and contract functions are conducted in accordance with standards established by the Board, the PIHP, MDHHS, CMS and other local, state and federal regulations. This individual would oversee the management of the Authority's financial resources within the overall budget approved by the Board. This individual would conduct studies, analyze information, evaluate alternatives and make recommendations. This position would oversee the Authority's annual audit and compliance review, respond to any audit finding and implement recommendations. This individual would be responsible for preparing reports, correspondence and other written materials. This individual would need to have knowledge of CMH financing and reporting requirements and work closely with Executive Director/Program Directors to ensure budget and finance reporting is followed. The Associate Director of Contracts and Finance Administration would be responsible for the day to day operations of Contracts and Finance Departments for the agency. In addition, this individual would act as the Associate Director to the Executive Director.
Qualifications:
Education: Master Degree in Business Administration/Accounting preferred or Bachelor's Degree in Accounting, Business Administration with extensive Community Mental Health experience or extensive experience in related field. Certified Public Accountant (CPA) status preferred.
Experience:
1.Two years of experience with Master’s or five years of administrative experience, some of which shall have included accounting and contract management.
1. Current knowledge of CMH federal, state and local financing and ability to advise on laws and regulations on finance practices.
2. Working knowledge of Electronic Health Record Application.
3. Extensive knowledge of the financial application and excel.
4. An understanding of MS Access.
5. Extensive knowledge of CPT and HCPCS codes, Medicaid/Medicare requirements, BBA, federal and state procurement and GAAP.
6. Proficient in Microsoft Office, knowledge of Munis. 8. Extensive experience developing unit cost for health care organizations.
7. Past experience approving all General Ledger entries.
8. Aptitude for critical thinking, problem solving, and decision making.
9. Strength of character, ethics, and commitment, and reliability.
10. Possession of a valid Michigan Driver's license. If required to drive a van, possession of a Michigan Chauffeur's license.
