The Finance Department of Global Banking and Investor Solutions (GBIS), is a global organization with local presence, providing the same set of services through global and efficient processes and consistent norms, leveraging on production hubs. Our Core Missions are: Quality and timeliness of GBIS financial statements; Assisting GBIS management and all Business Lines in their steering with actionable reports on financial performance and forecasts; Independent certification of all financial aggregates in particular the daily P&L explanation on Market Activities; Financial communication and constant benchmarking; Providing expertise on accounting, prudential and tax norms and ensuring the compliance of these norms.
The Head of ALM & Treasury Change Management officer reports to the Head of Treasury & ALM who is a direct report to the Regional CFO. The position is located within the SG CUSO office of Head of Treasury & ALM and supports ALM (Asset & Liability Management) and Treasury (TRE) teams that report to it.
Office of the Head of Treasury & ALM
The Office of the Head of Treasury & ALM supervises both ALM and Treasury teams, its main responsibilities are to:
• Maintain and provide Liquidity Expertise for the Region
• Insure adherence to Liquidity Regulatory Requirements and Policies
• Prepare and follow-up execution of the First line of defense (LOD1) annual Liquidity Plan
• Prepare and propose regional Liquidity strategy
• Participate to the identification of Liquidity related risks with Front Office
• Propose Liquidity related management metrics, collaborate with Second line of defense (LOD2) to define and calibrate Liquidity related limits and thresholds
• Own Liquidity model, including model design and calibration
• 2nd level review and explanation of Liquidity Dashboard and Reporting exposures prepared by DFIN/COM – including regular presentation of the report to the FO desks and Management
• Steer Scarce Resources – based on management metrics, limits and stress test results
• Reviews major strategic initiatives that would have significant impact on Liquidity management
• Manage the issuance of SG debt and the collection of deposits up to maturities of 18 months
• Manage liquidity gaps for SGNY and SGAS
• Own and control and maintain Liquidity Buffers and Cushions
• Manage the interest rate, exchange rate and basis risks associated with liquidity needs
• Oversee intraday liquidity management
Mission
Day-to-Day Responsibilities:
Structure and lead Change efforts for ALM and TRE teams, specifically but not limited to
◦ Identification with management of areas to improve and projects to be launched or processes to be amaended / created
◦ Participation to the framing and scoping of projects with stakeholders and involved teams (including IT)
◦ Help project sponsors within ALM and TRE teams steer projects
◦ Follow-up of project execution (including timelines, budget, etc.)
◦ Coordinate change across teams involved in the production, control and review of liquidity metrics (including Stress Testing)
◦ Help build, prioritize and follow-up catalogues for applications related to Liquidity monitoring
◦ Specifically follow-up Data Quality remediation initiatives
Profile
Technical Skills:
• Strong experience in structuring and leading projects as well as change management efforts
• Strong capability to work and coordinate across teams
• Strong writing and communication skills
• Previous experience in Liquidity and Treasury management related projects
• Knowledge of US regulatory environment on Liquidity management
• Previous experience in leading data quality remediation efforts
• Previous experience in process design and process changes
• Previous experience in managing small teams would be a plus

• Structured and well organized
• Strong written and verbal communication skills
• Ability to work independently with aggressive deadlines
• Must be able to multitask and adapt to a changing work environment
• Must be a team player but have the ability to take assignments and work on your own.
E
xperience Needed:
• 7 to 10 years experience project / change management preferably at financial institutions.
Educational Requirements:
• Four Year Degree minimum, MBA/MS in Accounting or Finance is desired
