Background
The appointment of the Global Director of Quality role within the Information Services Division, of the London Stock Exchange Group, represents a step forward in the Division’s approach to the management of quality. The role is key to the Division’s strategic and financial objectives and, through the implementation of emerging technologies, to the delivery of world-class, industry leading, high quality global data management and operations activities, governance and business processes. This role is expected to support the delivery of transformational change across the Division’s operations and management teams, including those of FTSE Russell, Mergent and Yield Book, and support the establishment of quality standards and metrics across all of the Division’s activities.
Key Responsibilities
The Global Director of Quality for the Information Services Division is a newly created role which will oversee the establishment and maintenance of quality standards, practices and processes in relation to data used within the division and its various data services. The role will lead internal quality team, working closely with operational management. The role will be responsible for the delivery of industry leading quality standards. This is a key appointment for the Information Services division. The role will report to the Chief Data Officer; and will be a member of the ISD leadership team.
The creation of this role takes place against a background of significant evolution in the data and quality requirements of our clients globally and in new product/service opportunities resulting from emerging, data related technologies. The Division and the Group have seen significant expansion in its rich data sets and in the information it owns or manages within its Information Services businesses and in LCH and its Capital Markets businesses; driven by both organic and inorganic growth. These trends are expected to accelerate and present substantial global revenue opportunities. Achievement of medium term Divisional growth targets will depend on clear strategic alignment across 3 key deliverables; our data/information products and services, our client engagement models and our development path for new, enabling technologies; supported within a strong, scalable operational framework. A strong quality framework is also seen as essential to the realization of the Group’s broader data opportunities.
Working with the data leadership team, the role will be responsible for establishing a strong, scalable, global quality framework across the Division’s data management and operations teams. Working with the Global Director of Data Governance, the Director of Quality will be responsible for the establishment, measurement and monitoring of quality standards to ensure these meets the needs of both internal and external clients. The role will also work closely with the Global Director of Data Collection, in implementing clear data dictionaries and maintaining a clear framework of quality. The role will be the focal point for the development of high quality and low cost data process capabilities. The Director of Quality will be expected to work closely with the Divisional CIO in the utilization of emerging technologies, and in building and maintaining appropriate business processes and operability to support quality standards in the data management platforms.
The role will work closely with the Chief Data Officer’s other reports and with key stakeholders across the Division. The Director of Quality will support operational managers in a significant program of transformational change across the Division’s data management and business processes teams. In addition, it is expected the Division will continue to make selective acquisitions to drive both its core data IP and operational scale. The Director of Quality is likely to be involved in the evaluation of these inorganic opportunities.
The role will have responsibility and accountability for the establishment of a small team located in offices globally.
The main responsibilities of the role will include:
• The development and implementation of a clear Divisional quality strategy aligned to the Divisional data and business strategies and, in turn the Divisional technology plans. Clear governance and quality metrics will be established across the delivery horizon.
• The development and delivery of quality standards and metrics aligned to the Target Operating Model and framework. The work will support business process re-engineering and is also likely to encompass global location strategy adjustments, reflecting the recent acquisition of Mergent and Yield Book. Specific operational objectives will include;
◦ Development of Industry leading quality standards across the data chain. Supporting the development of global Centres of Excellence in each regional time zone, for data operations will be a key feature of these plans. Implementation of lean methodologies aligned to these quality standards in data management will be a key output
◦ Working with the data operations business heads to establish a scalable, global, high quality data and analytics capability- and output consistently meeting client expectations.
◦ Working with the business heads and the head of operational risk to support the management of operational risk in the context of product and service quality
◦ Maintenance of a strong quality framework
• The full integration of Mergent and FTSE Russell data management framework. In due course, the integration will expand to Yield Book and other governance and business processes
• Close engagement with the Data Management business leads and Divisional CIO to ensure opportunities to lower operating cost and improve data quality through AI are realised
Key Objectives
• The delivery of a single, global quality framework aligned to Divisional business and data strategy goals, and capable of supporting the achievement of industry leading quality and cost standards (metrics to be defined).
• Working with the key data leads, the implementation standardised quality and business processes globally
• The establishment of quality standards and metrics, closely aligned to client requirements
• The full integration of FTSE Russell and Mergent quality teams, within the broader global lean architecture, operating model and operational risk framework
Candidate Profile / Key Skills
• Demonstrable years of relevant financial data business experience. Experience in the global index industry would be beneficial but not essential.
• Experience in establishing quality standards and culture within a multi-locational global team. Lean engineering expertise would be essential. Experience in managing operational risk within high client impact environments whilst delivering high quality is key
• Demonstrated success in high quality execution of large scale quality initiatives and related technology programs
• Highly proficient process skills with proven ability to effectively multi-task
• Excellent collaborative working and communications skills
• Bachelor’s Degree from an accredited college or university or equivalent
