SUMMARY:
The Accounting Unit is responsible for providing accurate financial information to bank senior management, the Head Office, other departments and regulators. The Unit is also responsible for ensuring that proper controls are in place in the Bank’s financial accounting and regulatory reporting operations, in accordance with Japanese GAAP, USGAAP, regulatory reporting requirements and Head Office & New York local policies & procedures.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
1) Key Responsibilities
• Manage overall regulatory reporting operations for the Bank to submit accurate regulatory reports to regulators on a timely manner and maintain comprehensive report & task lists and detailed assignment plan.
• Ensure the Bank’s regulatory reports are in compliance with US GAAP and regulatory reporting requirements.
• Establish maintain and enhance quality controls including proper variance analysis and issue tracking are in place to ensure the accuracy and completeness of the Bank’s books & records and regulatory reports.
• Maintain and enhance appropriate policies, procedures & manuals, work papers & supporting documents to ensure proper controls are in place over regulatory reporting operations.
• Perform final review of regulatory reports for the Bank including FFIEC002, FFIEC019, FR2900, FR2644, and TIC reports, etc.
• Manage various projects to enhance the effectiveness and efficiency of regulatory reporting operations including the establishment/enhancement of policies, procedures & manuals and implementation/enhancement of regulatory reporting systems.
• Provide other members of the Unit with guidance and trainings regarding accounting standards, regulatory reporting requirements, policies and procedures, and overall best practices.
• Perform analysis on new products, new transactions and any changes that may affect the Bank’s regulatory reporting and take any necessary action to address the impact.
• Address any issues and findings identified through examinations, audits or quality assurance/control activities.
2) General Responsibilities
• Responds to inquiries, requests and requirements from regulators on a timely basis.
• Perform researches on regulatory reporting requirements, accounting standards and accounting treatment.
• Review and update existing policies and procedures and create new policies and procedures as needed.
• Prepare or review reports, schedules and materials for regulators, senior management, etc. as needed.
• Provide back-up support to other members in the Unit as needed.
• Perform financial accounting and regulatory reporting tasks as directed by the Unit Head.
3) Other Responsibilities
• Understand the meaning and background of figures and variances and maintain data or documents to support such figures and variances
• Maintain up-to-date knowledge of accounting standards and regulatory reporting requirements for financial institutions
• Maintain sufficient knowledge of the bank’s business, operations and systems.
4) Technical and Other Skills Required
• MS-Excel (Advanced), MS-Word (Advanced), MS-Access (Intermediate) and MS-PowerPoint (Intermediate)
• Generating, understanding and analyzing journal entries
• Strong analytical and problem solving skills
• Strong multi-tasking and time management skills
• Strong interpersonal and verbal/written communication skills
MINIMUM JOB REQUIREMENTS OR EXPERIENCE:
• Bachelor’s degree in accounting, finance or equivalent
• At least 7 years of experience in financial accounting, regulatory reporting or equivalent
• At least 6 years of experience in financial industry is preferable
• Prior management experience is required
• Experience in accounting system implementation is preferable
• Extensive knowledge of financial products (e.g., loans, deposits, securities, derivatives, money market products and repo) is preferable
• CPA is preferable
