Public Affairs is responsible for building Deutsche Bank’s profile as a trusted voice and thought-leader in regulatory policy debates, and engaging constructively with regulatory and political audiences to ensure policy supports the continued growth of competitive financial markets.
Target: make Deutsche Bank a trusted public partner.
Group Regulatory Affairs covers all aspects of regulatory policy as well as regulatory strategy and implementation. It focuses on ensuring a proactive identification of the relevant regulation impacting the Group. The team coordinates, monitors and leads at Group level the implementation of the key regulatory requirements and projects (globally) for the Bank in coordination with the business divisions and key functions.
Target: help Deutsche Bank proactively adapt to the new regulatory environment in a sustainable way by understanding and proactively implement the new regulatory requirements.
Group Structuring is a corporate function mandated to drive the simplification of Deutsche Bank Group through the definition, implementation and oversight of the Group legal entity and booking model as well as leading Deutsche Bank’s response to regulatory structural reforms.
Target: make Deutsche Bank a more transparent and simpler organisation.
Together, the Regulation team foster a consistent regulatory implementation.

Role Description
Regulatory Affairs team is built around three pillars and is responsible for:
1. Delivering early awareness on regulatory developments, coordinating Group policy positions building Deutsche Bank’s profile in regulatory policy debates, and engaging constructively with regulatory stakeholders.
2. Providing a regulatory perspective to strategic decision making and oversees implementation of key regulatory initiatives.
3. Driving the simplification of DB through the definition, implementation and oversight of the bank’s legal entity and booking model.
Based in Frankfurt, London and New York, the team is led by Global Head of Regulatory Affairs, who reports directly into Chief Regulatory Officer and Member of the Management Board. This role will be based in New York and will have primary responsibility for managing and building the team’s coverage of regulatory policy in the Americas. The role will report directly to the Global Head of Regulatory Affairs, but the successful candidate would focus on close collaboration with the Head of Regulatory Policy, Matt Holmes, and therefore would have a dotted reporting line to him. In addition, the role will also work with the Head of Group Structuring and the Head of Regulatory Oversight and Strategy to ensure a coherent global approach across all elements of the Regulatory Affairs remit.
Role Responsibilities
Specific responsibilities include:
• Oversight of Reg Affairs topics across Americas and close support to global Reg Policy and Group Structuring functions.
• Primary responsibility for the development and delivery of the US elements of regulatory policy agenda, in conjunction with Head of Regulatory Policy.
• Ensuring timely and insightful view of upcoming regulation is provided to senior management regionally and at the group level; coordination of group policy positions and assessment of strategic implications; delivery of consultation responses, design and execution of advocacy and engagement strategies for US policy audiences
• Work in close collaboration with Group Public Affairs to ensure effective profile for DB in the US and purchase in all relevant policy debates
• Maintain and extend partnerships with Legal, Compliance, Risk, Finance COO and management in the region to provide advice and support to the bank on understanding of impact and strategic implications of regulation.
• Support business divisions in the US to input to global reg change programmes and ensure flow of information to and from Europe on reg.
• Maintain and extend cooperation on policy issues with other FBOs and ensure effective coordination of DBs trade association memberships in the US
• Ensure seamless interaction between team in NY with London and Frankfurt - represent the Reg Affairs team on all relevant regional exercises and committees
• Act as source of expertise and insight on upstream US reg for the bank globally; ensure timely communication of international developments into US management

Experience/ Exposure
• Strong understanding of financial services regulation - in US and globally incl EU
• Experience in working with or for policy makers and regulators
• Proven track record of building partnerships to deliver reg related projects and analysis
• Ability to manage multiple projects in parallel and across multiple stakeholders
• Ability to build and lead a team and integrate effectively with wider division
• Comfortable with remote reporting line and working across border
• Familiarity with DB businesses and experience of working in or with top tier international bank
• Excellent written and oral English; capable of presenting complex issues to senior management and regulators
Education/ Qualifications
• Undergraduate degree in a relevant subject
• Post graduate qualification desirable
• Strong written and oral English
