Overview of Information & Resilience Risk Management
Information & Resilience Risk Management (IRRM) is a Second Line control function with the mission to protect the Bank’s people, infrastructure, processes and information. With dedicated professionals in London, Frankfurt, New York, Singapore, Hong Kong, Tokyo, Mumbai and Sydney the IRRM team covers all Deutsche Bank’s businesses worldwide. IRRM is committed to ensuring the resilience of critical group businesses and functions and provides rigorous assessment of the global security situation and business-specific risks.
The selected candidate will report directly to the Global Head of Records Management & Archiving Risk based in London. In this role, the candidate will be responsible for:
• Ensuring that the Records Management & Archiving Risk function acts as an effective Risk Type Controller within the Americas, following the Bank’s 3 Lines of Defence model for managing operational risk.
• Assisting the Global Head in ensuring Records Management & Archiving risks are maintained appropriately within the Bank’s Operational Risk Management Framework, including identification of minimum control standards, risk guidance, risk appetite statements and risk metrics and tolerances.
• Ensuring that activities within the Americas team follows the agreed BAU operating model for Records Management & Archiving Risk, aligning with the methodologies applied across IRRM.
• Developing strong relationships with functions engaged in Records Management & Archiving (1LoD, 2LoD and 3LoD), including Subject Matter Expert groups, risk owners, and control assessors.
• Engaging with regional stakeholders to ensure 2nd LoD oversight of regional initiatives and change programs.
Key Qualities Required:
• Ability to lead a team to provide oversight of Records Management & Archiving risks within the Americas region
• Strong understanding of the principles of Operational Risk and the 3 Lines of Defence model
• Strong understanding of the principles of Records Management & Archiving
• Well-developed sense of personal accountability and ability to inspire a high-performing team
• Strong work ethic and sense of urgency in personal approach to problems
• Ability to form relationships and capitalize upon them to achieve tangible objectives.
• Highly self-motivated; robust decision making capability
• Experienced in influencing senior management
• Able to apply the Culture and Beliefs of the Bank
• Able to support the Global Head of function, and deputise when necessary
Responsibilities:
Analyse regulatory, audit and 3LoD programme requirements to structure a control framework for Records Management & Archiving Risks within the Bank.
Complete implementation activities during the course of 2017 and into 2018, working with colleagues from Group Information & Records Management. This includes:
• Supporting the establishment of the 2nd LoD governance body over Records Management & Archiving Risks
• Ensuring publication and syndication of relevant Minimum Control Standards
• Implementing appropriate KRIs and thresholds to allow effective escalation
• Close interaction with colleagues engaged in change programmes addressing Records Management & Archiving risks to the Bank
• Developing the reporting of Records Management & Archiving Risks from the 2nd Line perspective
• Implementing the risk aggregation approach for Records Management & Archiving risks across the occurrence of these risks within the Americas
• Be the focal point within the region for 2nd LoD challenge of 1st LoD risk and control assessments over Records Management & Archiving risks
• Manage incidents and crises as required within DB’s Crisis Management model
• Represent the function in region in line with the developed Target Operating Model in 2017 and beyond.
Skills and Qualifications:
• Minimum of 7 years of related experience, preferably in a financial or consultancy firm.
• Director level or equivalent in current role.
• Experience in Records Management or Archiving or both (advantageous if gained in a Risk context).
• Operational/Non-Financial Risk Management experience (advantageous if gained within a 3 Lines of Defence function aligned to BCBS195).
• Appreciation of the regulatory environment in the Americas and the lead regulator perspectives on Records Management & Archiving.
• Demonstrable success managing and operating in a matrix environment that encompasses functional and geographical diversity.
• Demonstrable success in engaging with and influencing senior stakeholders.
