Overview:
Reporting to the Vice President, Performance Systems, the Senior Director, Project Management Office in H&M Shared Services, Inc. is the leader of the Project Management functional platform for the Company and as such, the owner of the continuous improvement of the Company’s Project Management Methodology (PMM) and implementation of the PMM through affiliates’ PMOs and Operations teams. The Senior Director is also responsible for the management of the H&MSS Project Management Office, which has cross functional responsibility, authority, and accountability to support the planning and execution of projects and programs of strategic importance. Management responsibilities include business planning, effective budgeting and financial oversight. The Senior Director will also assist in implementation of strategic business plans that support the company’s continued integration of other H&MSS platforms and project delivery support to ensure consistency with Company goals.
This position involves a high level of responsibility requiring strong interpersonal skills, excellent management skills and the ability to effectively communicate to all levels of company management, internal and external stakeholders and customers. The Senior Director also must have the experience and ability to mentor senior staff, project management professionals and members of project teams in project management deliverables and business skills.
Primary Outcomes:
• Lead the H&MSS PMO to improve the Company’s Project Management platform, support the company’s operating units and drive the PM processes to further enhance Operational Excellence objectives, business performance and reputation in the industry
• Design, develop and lead continuous improvement initiatives for the Company’s PM Methodology to improve its effectiveness, efficiency and its integration with other project delivery functions and procedures.
• Specifically provide PM subject matter expertise and support for large and/or complex projects across all lines of business
• Lead the PMO in execution of Company Strategic Plans, initiatives, and financial expectations.
• Provide ongoing training, education and PM platform mentoring to all affiliates
Responsibilities:
• Responsible for H&MSS PMO business planning, budgeting and adherence to approved budget.
• Responsible for staffing, professional development and coaching of H&MSS PMO personnel; support staffing, development and coaching of indirect reports, specifically including affiliate PMO Directors.
• Provide oversight in the evaluation, selection and deployment of PM tools.
• Participate, in a leadership capacity, in Bid Review and Project Status Review Meetings. Facilitate the Project Reviews to ensure the status and performance data is provided to management and stakeholders.
• Where requested and as available provide personnel to support project initiation, planning and execution efforts. This important function of the H&MSS PMO will also include personally providing guidance and support to operations in preparation of proposals, contract deliverables, risk assessments, schedules, change management, claims, etc.
• Actively support an enterprise approach to the development, integration, implementation, progress reporting and review of corporate initiatives or programs.
• Participate in and, when designated, lead initiatives which support the integration of H&MSS platforms.
• Perform on-the-job training and coaching to affiliate personnel including Major Market VPs/Directors, Area Managers, Construction Managers, PMs and Project Teams in the PMM.
• In certain cases, the Senior Director may be personally designated as a Corporate Sponsor.
• Available for travel as necessary.
Qualifications:
Specific Skills:
• Extensive experience in Project Management on heavy infrastructure construction project.
• Extensive field PM experience in Power Transmission, Oil and Gas Pipeline, Telecom or Gas Distribution projects.
• Superior oral and written communication and interpersonal skills essential with management, project team, customers and other stakeholders.
• Creative problem solving abilities.
• Employee management and mentoring skills; Ability to train others.
• Ability to negotiate with Project Managers, Project Stakeholders, customers, etc.
• Ability to gain and maintain confidence of and work with Executives, Major Market VPs/Directors, Area Managers, Project Managers and Project Teams in a matrix organization.
• Significant business acumen and understanding and use of financial tools.
Education:
• BS degree in Project Management, Construction Management, Engineering or related field,
• Formal Project Management foundation coursework, knowledge and high level of experience in PM Methods.
• Project Management Professional (PMP) and/or advanced degree in applicable field desirable.
General Experience:
• Minimum of 15+ years of direct and relevant infrastructure construction industry Project Management experience is required.
• Thorough understanding of industry practices, processes, and standards, and their impact on project activities.
• Experience in field operations, heavy construction, design, finance and management is required.
• Knowledge and experience of Contract Administration and Contract Management, CPM scheduling, project logic development and project planning.
• Proven, consistent, successful prior performance managing large and complex projects / programs
