Job Description
The position will be located at our Charlotte, North Carolina Corporate Office leading a team and reporting directly to the CIO\CDO and Corporate Vice President of Customer Experience. The Executive Director (ED) is responsible for managing IT contract life cycle, which includes the negotiation of terms and conditions, changes and modifications and the enforcement of performance clauses, including penalties and incentives. The IT Procurement ED responsibility is to build, maintain and enhance solid relationships with IT vendors and internal stakeholders. This person is responsible for ensuring IT specifications, and must ensure the organization achieves its objectives with vendors and assists the IT & Digital vendor(s) with the achievement of their business objectives. These vendors could be delivering IT products (hardware or software) or IT & Digital services (consulting, application development and so on). The IT Procurement ED provides feedback and direction for vendor activities, ensuring that the vendor's performance meets the contractual service-level commitments. This person leads the day-to-day vendor operations and performance against service-level agreements (SLAs), examines measured results and root-cause analysis, and takes appropriate action to correct failed activities, functions and processes. The individual continuously guides service activities to maintain and enhance the gains achieved through corrective actions. This position also assists the CIO & CDO and his staff with the overall spend of IT, Digital and Customer experience and should challenge the status quo to continuously improve what we get for what we spend.
Job Description Cont.
1. Act as the key principle contact and subject matter expert for IT contract-related activities. This includes developing and negotiating contract terms, conditions, modifications, penalties and incentives, while working with key stakeholders to ensure that their requirements are met. Additionally, this position manages the contract execution process, resolving problems, mitigating delays, mediating disputes and escalating issues.
2. Leads the development of scopes of work (SOWs), and be responsible for the final versions of requests for information, requests for quotations and RFPs, as well as managing the contract development and negotiation process for IT & Digital sourcing and procurement initiatives.
3. For pre-procurement and post-procurement activities, establish contract management objectives, procedures, templates and workflow processes for vendor contracts and deliverable schedules, and manage a contract register containing a database of all executed contracts.
4. Develop relationships with IT & Digital managers and business units to support enterprise objectives, influence key stakeholders and jointly develop strategic sourcing strategies.
5. With large contracts, manage contract review meetings to ensure delivery against objectives and contract budgets, develop regular reports on contract milestones and performance, and inform internal customers, vendors and management of activities and progress through regular written and verbal communication.
6. Work with legal representatives to develop and insert appropriate legal documentation in contracts, as warranted.
7. Ensure that the vendor(s) are compliant with internal rules and regulatory obligations.
8. Ensures that requirements are well-communicated and well-understood, and clearly defines expectations from the business.
9. Acts as the point of accountability for escalation and arbitration for relationship issues and, if all other avenues of vendor management fail, operational problems.
10. Monitors the performance of the agreements and the overall relationships with the vendors.
11. Collect constituent reporting requirements and develop vendor scorecards and dashboards for presenting results, and maintain/enhance tools for use in vendor and asset management, including vendor tracking tools and vendor performance scorecards and dashboards.
12. Monitor and report on vendor performance in the areas that include quality, capacities, systems and responsiveness.
13. Provide financial information for the annual budget; identify cost reductions.
14. Provide inputs to evaluation and selection, and contract negotiations for IT acquisitions.
15. Provide leadership for centralized purchasing process and procedure, which includes quote to purchase, creating purchasing requisitions, post purchase follow up.
16. Administer financial arrangements with vendors to include billing, invoicing, performance/penalty adjustments and internal chargebacks, where appropriate.
Qualifications
• Bachelor's degree in business, computer science or related field.
• Minimum five years’ experience negotiating and managing contract life cycles, with an emphasis on technology, IT service agreements and vendor management including management of third-party vendors.
• Experience in one or more IT categories, including hardware, software, service and communication.
• Experience working with legal and procurement staff.
• Knowledge of procurement and vendor management practices and certifications.
• An ability to create a centralized source of data to determine contractual and financial exposure, and participate in the development of the asset management mission, goals and objectives.
• Strong project and process management skills, with the ability to handle multiple vendors, projects and a wide range of tasks.
• Project Management Institute (PMI) training is desired, but not required.
• Deep organizational discipline and excellent follow-up skills. Aggressive, entrepreneurial mindset.
• Information Technology Infrastructure Library (ITIL) experience is desired, but not required.
