Description
Provides executive business line leadership, direction, decision-making and oversight for all Clinical Pharmacy Services, including Drug Use Management and Drug Information. Responsible for the development and execution of overall business line strategies to meet current service expectations, member growth and business expansion needs on a regional and national basis, across all Clinical Pharmacy Services and Programs. Primary areas of focus include strategic planning; coordination of the planning, implementation, development and evaluation of clinical pharmacy programs; identification and standardization of productivity and performance measures for specific clinician care models; determination of resources to support implementation and support growth of initiatives; space planning and facility design; workflow standardization and consistency; usage of technology; management reporting systems; quality, risk management, and customer service programs and initiatives, and utilization of these items to provide excellence in high quality member services and prudent use of resources. Assists the Vice President of National Pharmacy in the development and execution of a national strategy for the delivery of pharmaceutical care across the Program. Builds strong collaborative relationships with National Pharmacy Service Line Leaders and other Pharmacy Directors in all regions of the Program to ensure alignment of resources and efficiency of operations. Collaborates with peers within the National Pharmacy Executive Team to ensure optimal delivery of pharmaceutical care and implementation of best practices. In conjunction with the National and Regional Compliance Officers, contributes to the development of an effective National Pharmacy Compliance program. This position consistently supports compliance and the Principles of Responsibility (Company's Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to the applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Company's policies and procedures.
Essential Responsibilities:
• Assists the Vice President of National Pharmacy in the development and execution of national strategies for the delivery of Clinical Pharmacy Services, including the establishment of organizationally-aligned performance goals, timelines and outcome measures. Responsible for prioritizing and adjusting the strategic plan and initiatives in response to organizational, regulatory or market driven imperatives.
• Builds strong collaborative relationships with other senior leaders within all National regions to ensure the efficient, effective and consistent delivery of pharmacy services and care within all Clinical Pharmacy Service programs. Expected to lead, serve and participate on various committees at the Senior Leadership level.
• Oversees development of evidence-based National clinical initiatives that focus on improvement of clinical outcomes and affordability, and promote optimal use of clinical pharmacist resources.
• Provides executive oversight and leadership to Drug Use Management to assure selection of appropriate clinical initiatives, consistent implementation and support of care management initiatives., Assists in the design, promotion and execution of other organizational and pharmacy program initiatives which support the mission and vision of KP) whose access and/or effectiveness can be enhanced through collaboration with and/or provision with clinical pharmacy support.
• Provides executive oversight and leadership to Drug Information Services to insure provision of necessary evidence-based support for National and regional formulary processes, Pharmacy and Therapeutics Committee, and clinical guideline development to insure the appropriate use of drugs across the Program. Manages the Pharmacy Outcomes Research Group and works collaboratively with other Clinical Pharmacy research teams to establish and coordinate applied research methodologies and outcomes research initiatives focusing on the impact of clinical pharmacy services to KP members.
• Works collaboratively with Regional Directors of Pharmacy and Pharmacy Medication Quality and Patient Safety Leadership to seek out, promote and facilitate the rapid adoption and assimilation of identified National strategic clinical initiatives and innovations in service, work methods, technology and clinical care which improve pharmacy service, quality, efficiency and clinical Company websitees executive leadership in the assessment and evaluation of Clinical Pharmacy Services to meet affordability targets, clinical outcomes and quality of care initiative goals. Acts as an expert and resource on clinical program-related data, analyses, measures, protocols and National medication use initiatives.
• In collaboration with the Regional Directors of Pharmacy and Pharmacy Medication Quality and Patient Safety Leadership, is responsible for assisting with the development and implementation of patient and medication safety programs and initiatives within all Clinical Service programs. Provides executive business line leadership, direction, decision-making and oversight to ensure the development and consistent deployment of processes and tools to measure and achieve quality targets, metrics, outcomes and goals within all Clinical Pharmacy Service programs. Assures that KP quality and clinical service metrics, targets and goals are member-focused, data driven, outcome oriented and routinely measured.
• Works collaboratively with KPIT as well as Pharmacy Informatics and Pharmacy Analytical Services to identify, test and evaluate best practices and innovations in service, work methods, analytics and operational systems which improve Clinical Service programs, quality, productivity and reporting of outcomes. Assures that National clinical initiatives, programs and innovations are rapidly adopted and assimilated to all regions as applicable.
• Collaborates with Pharmacy CFO and National and Regional leadership across all KP regions to assure appropriate resource utilization, scope, consistency and quality of operations and services within all Clinical Service programs, Responsible for oversight of business line budget performance in conjunction with Regional Directors.
• Collaborates with the VP, Pharmacy Benefits to ensure the consistent support of prescription drug benefit plans as related to the services within the Ambulatory Care and Clinical Pharmacy practice settings. Responsible to collaborate with operational leaders to ensure that members and patients are serviced in accordance with benefits requirements.
• Develops appropriate infrastructure to assure effective and efficient communications, operations and performance measurements within the specific business line segment as well as within all Clinical Service programs.
• In conjunction with the Regional Directors of Pharmacy, provides executive business line leadership, direction, decision making, oversight and support to assure all management personnel within Clinical Pharmacy programs actively support and assure compliance with the organization’s Labor-Management Partnership agreements and other non-LMP labor agreements.
• Collaborates with Executive Pharmacy Leadership on strategies for Workforce Planning and Leadership Development, including recruitment and talent management across all Clinical Pharmacy programs. Provides executive leadership to assist in the strategic direction of educational program development, including post-graduate residencies and fellowships, to support Clinical Pharmacy services.
• In conjunction with the National and Regional Pharmacy Compliance Officers, provides executive business line leadership, direction, decision-making and oversight to develop and implement an effective National Pharmacy Compliance program to ensure compliance with legislative, regulatory, accreditation standards, SOX controls and all applicable Company policies in all Clinical Pharmacy programs.
• Participates in professional conferences and publications in an effort to promote KP’s position as a national clinical pharmacy leader.

Qualifications
Basic Qualifications:
Experience
• Minimum ten (10) years of leadership-level experience and documented record of success in senior leadership level management in an organized health system or managed care organization with strong Ambulatory Care Clinical Services.
Education
• Advanced degree in pharmacy required.
License, Certification, Registration
• Licensure as a registered pharmacist is required in at least one state where KP provides care.
Additional Requirements:
• Leadership experience in a multi-location and/or multi-regional environment.
Preferred Qualifications:
• Pharm.D. preferred, but will also consider Master’s degree in pharmacy, health services or business administration or related field.
• Pharmacotherapy board certification preferred.
• Pharmacy Residency preferred.
