About Technology CRES
Barclays Corporate Real Estate Solutions (Barclays CRES) is responsible for delivering services to every building in our real estate portfolio. Our primary aim is to acquire, create, mobilise and operate high quality financial services office environments in the most efficient and cost effective manner. This requires the management of sites ranging from small regional retail properties to large and iconic offices buildings.
Barclays CRES is one of the first group wide functions in Barclays and was created in May 2011 under the leadership of Vivienne Grafton. More than 800 employees from the various CRES functions in Barclays were brought together to form a global organisation which enables our property portfolio to be managed as a single common utility.
We act as a partner to the business, scaling to its needs and strategic goals. We provide a wide range of services to our customers – 147,500 employees around the world – and these services include property acquisition, construction and day-to-day provision of building services
Main Duties and Responsibilities
Main Function:
Creating added value and competitive advantage by executing the sub regional delivery of the global CRES strategy and operating model. Reporting to the Europe Regional Head of Corporate Real Estate Solutions, you will ensure that the sub regional business plan and objectives are achieved and monitored, ensure the financial aspects of the estates are effectively managed, provide excellent customer service and achieve customer satisfaction across all service lines:-
• Location – “where we locate our workforce and why”
• Workforce Planning – “the required size, type and quality of our workforce”
• Real Estate – “the right property portfolio at the right price at the right time”
• Facilities management
• Engineering
• Security
• Capital Projects
• Workplace
Note; Active involvement in Property Risk, Health & Safety and BCM is required. This will involve working with other parts of the CRES function as well as other parts of the O&T structure within each Country.
Key Accountabilities:
With a portfolio under management of £110m operating budget and Real Estate c2.1m sq ft, it is essential to have expert, timely and efficient local /regional execution capabilities acroos all relevant service lines. The role holder will be responsible for:
• Working closely with the business specific global Strategic Property and Business Interface Managers and each of the Centres of Excellence the role holder will have accountability for ensuring the coordination and end to end delivery of the CRES function within the sub region. The role will focus on ensuring the highest levels of customer service and expertise are offered across the product range and that the voice of the customer and colleague are placed at the heart of the function.
The sub regional lead will be primarily responsible for the delivery of the Transform saves for the region over the transform period in addition, will have the responsibility for creating a strong sense of community and collective responsibility across the entire portfolio of CRES activities within their respective region. This will include:
• Ensuring a sense of partnership across all CRES functions in the sub region coordinating local administrative and governance activities (such as premises and townhalls working with the regional Business Management team and CRES central communications Manager) helping to drive the local citizenship agenda and partnering with the regional Business Management team to ensure that the regional cut of MI is accurate and timely
Importantly, the sub regional lead will work closely with the Regional Head and each centre of excellence to develop the overarching strategy for the region ensuring business alignment through the Strategic Property and Interface Manager (CRM) in the Portfolio Optimisation function.
Strategy
Responsible for the robust delivery oversight and ongoing change control of an integrated and agile sub regional delivery, achieved through proactive thought leadership and partnership with Business Units and Group Functions.
• Leadership and Role model attributes which supports the broader organisation, O&T and CRES
• Strategic leadership of a regional footprint to support the current and to-be Barclays’ operating model (acknowledging and controlling the variances where applicable)
• Lead the Barclays Non core agenda within region
• Identification and delivery of commercial opportunities from executing the agreed delivery
• Leadership and oversight ensuring an effective KPI framework is maintained and alignment to the overall Barclays’ balanced scorecard
• Development, and ongoing enhancement of service delievery which supports the evolving Business Unit and external environment
• Increased consistency of captive and 3rd party operating models in strategic rightshoring locations, including cost allocation/attribution, organisation design and service delivery, accounting for relevant jurisdictional and regulatory requirements
• Ownership of regional business intelligence, which feeds into providing a world class central (global) repository of external and internal ‘effective asset’ data (e.g. labour analytics, workforce longevity analysis, industry benchmarks, performance metrics, competitor activity, and Government incentives), leveraging 3rd party relationships where required
• Ensure Barclays’ talent management strategy is aligned to the Regional strategy, including international mobility, promotion of opportunities in near and far shore locations, and the Diversity and Inclusion agenda
• Proactive support from a sub regional perspective relating to external engagement with key regulators and other government bodies
• Supporting the customer relationship management (CRM) model enabling the strategic support to the business.
Execution
Supervisory responsibilities:
The role holder will receive executive leadership, direction and expertise from the Global COE Leads and the European Regional Head. The Sub Regional Delivery Lead will be responsible for the functional reporting line of the sub regional teams; people management, development and execution. The role holder will continually develop a commercial and entrepreneurial culture which inspires others to perform at a level which matches career development and aspirations. In addition, they will be required to coordinate with suppliers to ensure that their delivery complies with all contractual requirements (commercials, SLAs, risk management, etc.) and that the supplier personnel consistently abide by the Barclays Values and Behaviours.
Driving flawless regional execution across Barclays the portfolio, through:
• Delivery of sub regional forecast MI and tools to support decision making and ensure benefits realisation
• Provision of high quality execution support and services to all functions/businesses by providing appropriately skilled capability to meet or exceed agreed SLA’s
• Ensuring a robust partnership with Regional Head, CRES CoE’s, Finance, HR, Technology, Sourcing and other infrastructure / O&T groups
• Facilitation of robust control and risk management of execution by key infrastructure partners, including Compliance, Operational Risk, Legal and IRM
• In partnership with Regional Head and CoE’s; delivery of sub regional real estate portfolio space utilisation and financial targets which are benchmarked against both industry best practice and Barclays’ financial services peer group
Requirements
Professional/technical experience
Essential
The right candidate will have had broader business experience and they will have:
• The candidate will have extensive experience working in the complex Continental European region.
• Developed and implemented significant cultural and business change within complex international organisation;
• In-depth knowledge and experience of driving asset management cost efficiency and be commercial in their approach.
Preferred
• Senior leadership background with experience of managing a regional real estate portfolio with demonstrable evidence of delivering an integrated approach across all service lines
• Demonstrable experience of delivering the best in class workplace agenda and they will be passionate about environment sustainability.
Academic and professional qualifications
• The successful candidate should be educated to degree level in a relevant discipline ideally with an MBA/Profeessional qualification or honours degree with a proven track record of personal and professional achievements
• Additional language skills would be asset.
