Job Description:
The Texas Company (HHSC) seeks highly qualified candidates to fill the role of Director of Contracting, Fiscal, and Data Management within the Family Clinical Services (FCS) Department of the Family Health Services Division. FCS is driven by the agency's mission to serve Texas and administers programs and initiatives that provide preventive and primary healthcare to Texans with a particular focus on women's health. The Director performs advanced (senior-level) managerial work directing and overseeing all activities of the contract lifecycle, including procurements, contract management and monitoring, reporting, and quality assurance. In addition, the Director oversees a reimbursement and data team responsible for reviewing and processing contractor invoices, maintaining program- and contractor-level budgets, and making data-driven recommendations for funding allocations.
Reporting to the Associate Commissioner (AC) for FCS, the Director serves as a member of the FCS leadership team. The Director supervises the work of others, working under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position is a hybrid position based in Austin with telework available in accordance with agency policy.

Essential Job Functions:
(40%) Provides effective leadership, direction, and oversight of the FCS CFDM section. Uses established leadership strategies to provide guidance and direction to staff, including supervising the work of others and managing teams. Develops program goals, strategies, and initiatives for the FCS CFDM section in accordance with HHSC mission, vision and goals. Identifies initiatives and works with department and division leadership to improve the efficiency and effectiveness of contracting, fiscal, and data management work. Ensures consistent, high-quality, and timely work. Recognizes and escalates issues appropriately. Upholds FCS cultural values.
(30%) Manages and coordinates day-to-day FCS contracting administration, management, and oversight. Oversees fiscal and data activities, including reviewing and approving proposed funding methodologies and budgets. Provides guidance and technical assistance for complex contracting, fiscal, and data issues. Establishes program performance measures in alignment with HHSC strategic goals and program mission and vision. Identifies, develops and implements data-driven continuous quality improvement to effectively perform unit responsibilities.
(20%) Directs, plans, and assigns work and supervises section staff and operations. Provides direct reports with clear direction and information on responsibilities and work performance expectations. Performs timely performance evaluations. Recommends appropriate personnel actions in compliance with HHS HR policies. Ensures staff development and training. Routinely and effectively communicates leadership decisions to staff regarding relevant departmental and division activities.
(10%) Develops and maintains working relationships with agency staff, executive and senior leadership, program grantees, stakeholders, and the public. Represents FCS at business meetings, seminars, conferences, panels, workgroups, legislative meetings and committees as required. Leads or serves on workgroups as requested.
Knowledge Skills Abilities:
Knowledge of local, state and federal laws and regulations relevant to health and human services programs and the Texas health and human services system.

Knowledge of contract negotiation strategies and techniques and contract administration and monitoring for large-scope or high-dollar contracts.

Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) preferred.
Initial Selection Criteria:
Graduation from a 4-year accredited college or university. Preference for degree in public health, public administration, business, or other related field.
At least two (2) years of work experience in a leadership or management role.
At least two (2) years of work experience with contract development or contract management.
Experience in the Texas health and human services system preferred.
