Description
Overall Job Purpose
• Monitoring and analysing political and policy developments that could impact Barclays, and ensuring the business is ready for the change and potential impact.
• Devise and implement public affairs strategies and engagement plans to proactively and positively position Barclays with key opinion formers in the UK and EU.
• Work with the wider GRPP team to ensure a coordinated approach to government relations activity across Barclays globally.
Key Accountabilities
Engagement and coordination
• Develop and maintain a political stakeholder engagement plan for the UK and coordinate closely with colleagues in Brussels.
• Manage team relationship, and coordinate strategic political activity for, regional heads of corporate affairs.
• Work closely with agency support to monitor public policy, legislative and other proposals of relevance to Barclays globally, with special focus on supra-national bodies.
• Present advice internally on managing interactions with political stakeholders. Analyse the impact of public policy proposals on the business ensuring a timely exchange of information and recommending appropriate courses of action.
• Build external networks at peer group level to gather intelligence and keep informed on key policy issues and emerging trends.
• Take overall responsibility for the team contact management system and ensure that activity is appropriately logged and recorded.
Issues Management
• Support Director in development and coordination of policy messages and narratives working closely with the business facing GRPP team members.
• Be a spokesperson for Barclays with external stakeholders, including Members of Parliament, Government officials, trade associations and consumer groups.
• Provide quality briefings for management to support their political engagement activity.
• Provide support on the management of specific public policy issues as required.
• Working with the business, prepare draft responses to consultation papers and select committee inquiries as required.
Thought Leadership
• Conduct extensive research analysis, produce and present reports on issues as required.
• Develop thought leadership programmes to position Barclays as “go-to” for policymakers.
• Develop innovative ideas for furthering the Group’s public policy and thought leadership activity in a creative and visionary way, e.g., in developing lobbying strategies for government relations activity and devising campaigns.
Risk and Control Objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Barclays Operational Risk Framework and internal Barclays Policies and Standards.

Experience
Strong experience working in a public affairs environment or Government.
Comprehensive understanding of the political landscape in UK and EU, as well as understanding of political framework in individual countries.
Experience of negotiating on high profile, high impact policy proposals where there are many stakeholders and constituents present with differing needs.
Experience of presenting proposals, complex policy measures, analysis and action plans to senior stakeholders in order to influence the outcome of negotiations.
