Under limited supervision, performs a variety of complex professional and administrative work in planning, developing, scheduling, directing, and implementing a year round, city-wide parks and recreation program. Work involves supervising departmental positions and other support staff, part-time, contracted, or seasonal personnel either directly or through subordinate supervisor. Reports to the City Administrator. Plans, coordinates, and directs a diversified year round, city-wide parks and recreation program including the management of the recreation buildings, parks, indoor center, playgrounds, ball fields, and other facilities. Coordinates the recreation program with the parks program, other City departments, and outside organizations such as the school districts and various community-based organizations. Plans, organizes, and directs various recreation programs including youth and adult athletics, crafts, and youth summer playground program in conjunction with staff. Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases. Researches and organizes grant applications. Prepares and presents general fund budget and capital requests; administers the budget for all areas under the Parks and Recreation Department; assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures to ensure sound fiscal control.
Requires a Bachelor's degree in Parks, Recreation, Tourism Management, Business, Horticulture, or a related field supplemented by seven years of progressively responsible experience in parks and recreation programs, with at least three years’ experience in a supervisory capacity; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Must possess a valid South Carolina driver's license.
