The USGA is seeking a director, procurement. This new role for the USGA is responsible for development and leadership of the USGA's procurement activities. Building on recent efforts, the director will create and enhance USGA procurement processes and reduce risk, inclusive of driving savings and improving vendor collaboration. This will be achieved through the use of commercial strategies such as competitive bidding, negotiating, and vendor performance management, and through the integration of those strategies into the operational framework of the USGA.
What You Can Expect:
• Develop an implementation plan for the procurement function, consistent with USGA's strategic plans, and execute on that plan
• Develop a procurement strategic plan
• Enhance a center-led procurement model that has the following objectives:
◦ Streamline and standardize procurement activities
◦ Reduce the costs of each transaction
◦ Build structured processes that enforce accountability before, during and after a product or service is being procured
◦ Identify opportunities to reduce discretionary spend across the organization
◦ Provide leadership on the management of outsourced vendor programs for travel, staff augmentation, office supplies and strategic meeting management services
◦ Change management - educate the organization on the value of procurement and communicate the return on investment to the organization
◦ Optimize enabling systems: MS Dynamics for ERP and PN3 for Procure-to-Pay
◦ Improve procurement processes and facilitate work groups to develop optimal future processes and policies across the organization
◦ Implement standardized tools and templates to facilitate USGA wide vendor management
• Enhance an enterprise-wide supplier diversity program and provide support for subcontracting requirements
What You Bring to the USGA:
• BA/BS degree in a business or related field is required; MBA is a plus
• Must have 10+ years of relevant experience with at least 7+ years of supervisory/managerial experience in supply chain/procurement, including indirect procurement
• Experience in creating and enhancing the procurement function in a small to mid-sized organization
• Must have project management experience managing large and visible projects
• Proven experience enhancing workflow processes
• Significant proven negotiation capabilities
• Experience with vendor and contract management is required as is experience with ERP (Enterprise Resource Planning)
