Position Summary
This Government Services Regulatory Affairs Director position is a crucial contributor to the Medicare regulatory and operations agenda of the Government Services division and broader PBM business. This position reports directly to the Sr. Director of Medicare Regulatory Affairs.
Candidates must be able to:
• Demonstrate a Deep Understanding of our Business and Focus on the Customer in regards to the PBM’s management of Medicare products, the health plan clients, and plan sponsors we serve, and the broader health care agenda. The successful candidate will work closely with senior executives, business partners, health plan partners and regulatory agencies at all levels to influence Medicare regulations and the implementation of those regulations.
• Think and Act Strategically to anticipate the impact of regulations on our business, partner with business teams and health plan clients to develop innovative solutions that balance regulatory expectations, while ensuring complexity and costs are considered.
Duties & Responsibilities
• Senior-level executive exposure within CVS Caremark and its clients is expected, and commensurate executive presence is therefore required
• Lead team of 4-6 Sr. Advisors and Executive Advisors and support their professional development and build a high performing team.
• Proven ability to lead a team with multiple concurrent projects to successful completion, and to use effective judgment in prioritization and time allocation
• Develop and maintain effective relationships with cross-functional teams
• Be able to provide comprehensive market insights for key areas of priority for CVS Health’s Medicare lines of business
• Support various business units and the strategic priorities of those business units as appropriate.
• Be able to read, interpret, and clearly explain complicated documents, including complex legislation and regulations
• Develop error free materials for management and executive committees, and possess the ability to create effective and error-free client communications that explain CVS Caremark's responsibilities related to CMS guidance and provide clear interpretation of CMS guidance
• Be an effective influencer to support CVSH’s various regulatory positions and work with CVSH Government Affairs team in assisting to influence/shape Federal regulations.
• Lead industry forum discussions and task groups at the National Council for Prescription Drug Programs (NCPDP), PCMA, other trade associations, and CMS held conferences to shape guidance and resolve issues with industry partners.
Required Qualifications
• 7 plus years of PBM or Health Plan experience required,
• Experience in strategic planning and product management preferred
• Proven skills in strategic thinking and analytical skills, with the ability to diagnose complex problems and recommend practical solutions
• Requires the ability to think strategically about benefit plan design and administration, and understand how benefit plan design can impact CVSH’s ability to meet CMS guidelines, as well as how it can be used to differentiate us in the market place
• Ability to lead and influence others and to effect change across organizational boundaries, particularly with large employers, health plans (PBM clients), regulatory bodies, and trade associations
• Strong project management skills required, with the ability to communicate effectively with senior internal and external leadership
• Ability to exercise professional judgment in analyzing and resolving client issues with little guidance
• Ability to drive to solution quickly cross-functionally to meet demanding timeframes.
• Proficient in Microsoft Office Suite with a focus on Excel, PowerPoint, Word, and Outlook
• Excellent verbal and written communication skills (be comfortable articulating complex issues to all levels of management).
