Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing. The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.
The logistics operations primarily consist of Delek Logistics Partners, LP. Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP. Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.
The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.
POSITION SUMMARY:
The Director of EHS provides leadership and expertise to drive best-in-class behaviors and results in the Environmental, Health and Safety performance of Delek Logistics. The Director is accountable for the design, implementation and communication and coordination of EHS programs for the Company which are of critical importance to Company’s overall objectives, operations, and profitability. The successful candidate partners with operational leadership to establish vision and strategy and advance a culture of safety and environmental stewardship throughout the Company. In partnership with Delek US Corporate EHS Department the Director plans, develops and implements safety, health, environmental, permitting and emergency response policy and programs to ensure a safe, healthy and incident-free work environment for every employee and contractor. The Director develops the policies and practices necessary to maintain compliance with all Federal and State EHS regulatory requirements and corporate standards. The position manages a department of EHS professionals located in various operating locations with responsibilities for Health, Safety, Environmental, Emergency Response and Security activities in pipeline and terminal operations, engineering and construction management.

MAIN POSITION RESPONSIBILITIES:
This position will develop and maintain company EHS policies and programs and oversee their implementation, review and monitor all aspects of the EHS program for compliance and effectiveness, and lead the Company’s EHS strategy development. In addition, other key responsibilities include:
• Provide EHS technical and compliance expertise to business leaders and personnel at all levels, informing and advising Management on EHS performance, compliance status, issues and potential risks.
• Provide guidance regarding compliance with applicable EHS&R related laws, rules, regulations and governmental orders.
• Ensure facilities are complying with federal, state and local health, safety and environmental regulations by keeping abreast of existing and new legislation/regulation anticipating future legislation/regulation, interpreting standards, enforcing adherence to regulation and advising management on needed actions.
• Develop and ensure compliance management systems are in place and monitored.
• Conduct periodic reviews and audits of EHS compliance and oversee implementation of corrective actions
• Assist management, assigned counsel and insurance professionals in defending against claims and lawsuits.
• Ensure that Facility Response Plans, Incident Command structure and SPCC plans are in place for all facilities. Coordinate and oversee emergency response efforts.
• Lead interactions with regulatory agencies, consultants, venders, and contractors on all matters pertaining to safety, permitting, and emergency response program
• Oversee environmental permitting efforts
• Responsible for EHS issues and requirements arising from development of new facilities and projects including regulatory requirements, permitting and safety reviews.
• Oversees preparation and submittal of all required EHS regulatory reports and information requests.
• Oversee the development and implementation of EHS training program
• Establish EHS qualification standards for contract and subcontract work
• Promote EHS awareness through company memoranda, presentations and collateral
• Oversee incident investigations, ensuring assure they are thorough and complete.
• Responsible for EHS and Security due diligence for acquisitions and manage related integration issues
• Direct Company’s incident management systems to track preventative and mitigative action items around occupational safety and process safety improvements
• Establish a “Plan-Do-Check-Act” culture of continuous improvement, incorporating near miss reporting, serious incident root cause and failure analysis, lessons learned communications, management of change, and incident prevention teams.
• Lead the Company’s Management of Change processes
• Ensure adequacy of Company’s process hazard analyses for new and modified facility development
• Perform other duties as assigned
Safety Leadership and Culture
• Establish strategy and structure to deliver consistent top quartile safety performance in pipeline and terminal business.
• Assist senior management with refining roles of both safety and operational teams to ensure sharing of best practices and procedures with the goal of achieving “Goal Zero” in injuries and Process Safety events
• Partner with company leadership and operating management to develop short and long-term safety strategy to reduce incident frequency and severity. This includes development of leading indicator KPIs and metric tracking, safety initiatives, enhanced employee engagement, and effective communication strategies.
• Drive implementation of strategic safety initiatives to achieve safety objectives;
◦ Identify elements of change required to support the safety strategy;
◦ Support safety leaders in setting direction and content of safety programs
◦ Identify required training for managers and employees.
◦ Support with analysis and best practice rollouts.
◦ Inspire commitment to safety objectives and programs.
Management
• Provide management and leadership to EHS professionals located in various operating locations throughout the country in areas of pipeline and terminal operations, engineering and construction.
• Responsible for all facets of staff administration (including, but not limited to, hiring, training, performance management and annual appraisals).
• Responsible for developing and implementing EHS plan and budget. Focus on cost-effective compliance strategies
EMPLOYEE QUALIFICATIONS:
Candidates should possess the following:
• Bachelor's of Science in Environmental Health & Safety or related field (natural sciences, engineering, chemistry, OH&S or similar). Advanced degree strongly preferred.
• A minimum of 10+ years of work experience in the Environmental, Health and Safety field with increasing responsibility, including leading and directing safety and environmental teams.
• Midstream, Oil and Gas, Refining or Chemical industry background required. Ideal candidate will have EHS experience in Pipeline and Terminal industry.
• Ideal candidate will have advanced knowledge of OSHA, DOT, PHMSA, EPA and worker's compensation regulations and application to Pipelines and Terminals. Safety certifications preferred.
• In depth knowledge of National Incident Management System; Completed ICS-100, 200, 300, 400 and 700 training a plus.
• Demonstrated expertise in implementing the Incident Command System and working through an Incident Management team.
• Demonstrated success in improving safety performance and establishing best practices.
• Demonstrated team leadership skills.
• Passion and drive for EHS leadership and elimination of incidents and accidents.
• Strong oral and written communication skills.
• Analytical ability and process improvement knowledge.
• Ability to develop and foster relationships and trust at all levels of the organization.
• Demonstrated organizational skills and an ability to manage multiple projects in an effective manner
