Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing. The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.
Job Summary:
The Director of Project Controls in the Corporate Turnaround Group will act as the Delek’s subject matter expert in Project Controls. They will lead the development and implementation of enterprise work processes and tools to ensure accurate cost and schedule tracking, reporting, and forecasting for Delek turnaround teams nationwide. They will collaborate Turnaround Management Teams to ensure they have timely, accurate, reliable, and forward looking cost and schedule information for decision making. They will own the development and evergreen management of the integrated Corporate Long Range Shutdown, Turnaround and Outage schedule.
Desired Functional Knowledge:
Highly experienced in leading Project Controls for major capital projects or turnarounds in petrochemical or refinery facilities. Experienced in the application of project controls principles and techniques to the problems of project planning; cost estimating; cost engineering; program and project management; planning and scheduling; cost and schedule performance measurement, and project change control. Experience in acting on behalf of the owner/operator of the constructed facilities.
Primary Responsibilities:
1. Develop, implement and maintain Company Project Controls standards, guidelines, and tools that can be efficiently used on all Company turnarounds.
2. Lead the development and growth of organizational capability and competency throughout Delek in the project management practice of Project Controls.
3. Establish and deploy training programs for Project Controls over the entire range of experience levels, i.e. beginner through specialist level.
4. Serve as the Delek subject matter expert for Project Controls.
5. Provide guidance and support to Turnaround Managers for establishing Project Controls for a specific turnaround by vetting the hire or assignment of the Project Controls Lead, and assist with the development of an appropriate project controls plan.
6. Vet Contractor Project Controls personnel, procedures, and reports for adequacy and accuracy early in the project.
7. Lead the development of Project Controls and Turnaround Portfolio management for facility based Turnaround Systems.
8. Identify and mentor less experienced personnel within Delek who have the desire, and aptitude to be Project Controls professionals.
9. Stay current with Industry Groups through participation and, if appropriate, incorporate innovations in Company procedures and practices.
10. May participate in peer reviews and or lead planning and scheduling assurance activities for major turnarounds.
11. Conduct audits of a turnaround’s project control system to ensure procedures are being implemented and followed and that the project reporting system accurately reflects the status of project.
12. Capture lessons learned from completed turnaround with respect to Project Controls practices and incorporate the findings into improvements in Company procedures and tools.
13. Advise current projects with the potential need to change and assist with that change if necessary.
14. Provide "home office" central support and center of excellence, organization, planning and execution process
Critical Skills:
• Experience related to engineering or capital project execution for petrochemical or refinery industries
• Experience in safety leadership and a demonstrated understanding of behavioral-based safety practices
• Expert in organizational development from concept to implementation.
• Experienced and highly competent in all facets of Turnaround / Project Management & controls from business concept to development and implementation.
• Expert in the development and implementation of integrated Project Controls systems, including planning & scheduling systems and cost control tools.
• An expert in schedule development, critical path analysis, resource loading requirements, progress updating & reporting, trend development, forecasting of schedule performance with corrective action recommendations.
