Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing. The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.
The logistics operations primarily consist of Delek Logistics Partners, LP. The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.
Position Overiview:
The Process Safety Director is a member of the Refinery Leadership Team and provides leadership, direction and guidance for all of the Refineries. This role is responsible for ensuring compliance with applicable regulations, and effective application of process safety related programs, developing innovative solutions for evolving standards, establishing and fostering a healthy and effective process safety culture, and managing risks. This role provides technical expertise and support for implementation and execution of process safety requirements. This position will collaborate with Corporate Environmental and Regulatory Affairs to assist with developing and implementing company policies and programs, commenting on proposed rules and legislation, developing compliance programs for new regulations, and assisting with the overall improvement of company-wide process safety performance.
Description and Responsibilities:
• Responsible and accountable for developing process safety and mechanical integrity standards/programs for refineries, terminals and other facilities as appropriate.
• Work cooperatively with operations management and facility process safety/maintenance staff for the identified business operations to provide guidance and assistance in meeting compliance responsibilities
• Identify and oversee compliance with OSHA and EPA process safety requirements
• Participate in due diligence for acquisitions/divestitures
• Inform and advise Senior Management regarding compliance status and issues, potential risks and liabilities, future impacts from new laws and rules, recommended actions and risk management strategy.
• Develop annual operating and capital budgets for PSM compliance
• Conduct periodic reviews and participate in compliance audits
• Provide additional assistance to the VP – Environmental and Regulatory Affairs as requested
Requirements:
• B.S. in chemical or mechanical engineering/Masters in engineering preferred
• Specialized training in process safety management and mechanical integrity
• Working knowledge of OSHA PSM and EPA RMP standards
• Participation in Center for Chemical Process Safety
• Minimum 10 years of experience, with a minimum of 5 years in similar PSM/MI programs
• Experience must be in the refining, petrochemical or chemical industry
