JOB SUMMARY
Oversees the preparation of direct depoists and checks, and distribution of company-wide payroll checks for hourly, and salaried employees. Ensures all appropriate taxes, deductions, and contributions are accurately withheld and W-2's correctly issued. Maintains earnings and deductions records. Files required reports and makes wage attachements to government agencies, and other organizations/individuals. Recommends and implements changes in methods or procedures to improve the efficiency of the payroll function.
JOB RESPONSIBILITIES
• Manages the development, documentation and enhancement of the payroll computer software systems, policies and procedures
• Manages the preparation and distribution of multi-state payrolls
• Ensures all appropriate taxes, deductions and contributions are accurately withheld and W-2’s correctly issued
• Oversees the maintenance of earnings and deductions records
• Ensures required reports are filed and payments are made to government agencies and other organizations/individuals
• Recommends changes in methods or procedures to improve efficiency of payroll function
• Identifies the need for system revisions/enhancements and make recommendations through submission of System Enhancement Requests (SERs)
• Monitors the progress of approved SERs and provide additional specifications as required
• Analyzes post-implementation results of system changes/enhancements/upgrades
• Acts as liaison between the Payroll Department and the IT Department to ensure payroll staff understanding and implementation of payroll system requirements and revisions
• Serves as liaison with other departments, units or locations in the resolution of pay problems
• Oversees irregular payments including unclaimed wages escheat
• Reviews data processed by external payroll and benefit providers to ensure accuracy and adherence to policies
• Reviews and analyzes data interfaced from the payroll system into the general ledger ensuring accuracy and reasonableness of results
• Reviews documents prepared for internal, external and benefits plan audits
• Establish criteria to measure performance and set ambitious but attainable goals for the department
• Assigns work, sets completion dates, reviews work, and manages performance in accordance with organizational policies, procedures, and performance management processes
• Encourages the professional growth and development of all staff members
• Participates on project teams as assigned (i.e., acquisitions, conversions, year-end, etc.)
• Documents and interprets payroll policies and procedures, recommending changes when necessary
• Provides guidance to Human Resources representatives on issues involving payroll to ensure compliance with federal and state legislation
• Remains current on all proposed and amended federal and state legislation that affects payroll
OTHER RELATED DUTIES
• Keeps up-to-date and complies with federal, state and local legal and regulatory requirements and advises management when necessary
• Files tax reports and voluntary deduction reports, processing involuntary deductions such as levies and garnishments; preparing accounting transactions and documents, documenting and updating procedures and preparing special reports for senior management
Qualifications
JOB REQUIREMENTS
Minimum Education and Experience:
• Bachelor’s degree in Accounting or Finance from an accredited college; CPA or MBA degree a plus
• 7+ years of experience with payroll experience performing tax research, compliance, and providing technical advice on multi-state issues
• Broad exposure to federal, state and local taxes including knowledge in federal, state and local Income tax, credits and incentives
• 5+ years of experience with computerized payroll and five years’ experience managing and directing subordinate staff
• Experience with the taxation of employees on visas working in the United States
Knowledge, Skills and Abilities:
• Excellent writing, communication, and tax research skills
• Experience as a certified payroll professional
• Ability to use analysis to resolve complex payroll related issues
• Ability to work effectively with senior/executive level staff
• Ability to manage/direct and lead staff to excellent performance
• Must be a team player
• Must be highly organized
