Job Summary
The Manager of Construction manages the day to day operations of utility technicians and mark-out contractors, with a primary focus on protecting Altice’s outside plant facilities. This position will support the HFC Manager in ensuring Altice’s facilities are protected and all assigned projects are completed in an expedited manner. The Manager will oversee coordination between various municipal agencies and Altice in regards to municipal projects and the associated utility interference. The Manager will coordinate and oversee all mark-out requests to ensure compliance and protection of Altice's facilities in accordance to state and local laws. Manages in such a way to demonstrate Altice values and assures that all policies and procedures are constantly adhered to. Ensures that all activity strives to meet and or exceed the service level agreements and our customer satisfaction goals.
Responsibilities
• Supervises technicians.
• Plan, distribute and oversees daily work activities.
• Monitors jobs and identifies training and development needs for technicians.
• Provides on-the-job coaching to help improve individual technician performance and provides training to the team, e.g., updates on new equipment or revised work procedures.
• Provides input to manager concerning technician’s performance, training needs, disciplinary actions, promotions, etc.
• Handles various employee issues.
• Prepares required documentation including annual performance reviews.
• Act as a Liaison between Altice and various local utility operators, municipalities, government agencies, and construction companies..
• Attends all NYC DDC/DOT project planning/alignment meetings to ensure Altices facilities are represented and protected during municipal project planning.
• Attend field meetings with municipal contractors on planned and emergency projects to negotiate CET utility interference items and associated costs within set Altice fiduciary guidelines to ensure Altices plant is protected.
• Manages the 811 One Call mark-out process working with Altices mark-out vendor. Will ensure all facilities are marked out in accordance to all state and local laws.
• Manages contracted watchman to ensure Altice facilities are protected from various excavators, not limited to conducting field visits to make positive contact with excavators and establishing working relationships to avoid damage to the outside plant.
• Manage the 3rd party damage claim process to ensure maximum recovery for Altice not limited to conducting field investigations, working with inside / outside legal counsel and attending legal depositions.
• Receive corrective action / environmental control board violations from NYC DOT and manage the collection of information to protest or defend Altice at subsequent hearings.
• Has advanced knowledge of all safety practices and procedures and ensures they are followed. Conducts safety observations and performs tool, equipment and truck inspections. Ensures that all work related equipment is available and properly maintained, and that all construction activities within the area of responsibility complies with all OSHA, NEC, NESC, BOCA, FCC Maximum Permissible Exposure (CV Procedures) and company safety rules and regulations
• Performs additional duties as required by the HFC area manager. Required to work standby and storm duty as needed.
• Interviews candidates for open positions and makes recommendations for hire, rehire, or promotions.
• Reviews and approves employee schedules, which includes requested time off and ensures sufficient staffing levels through scheduling and assignment of overtime as needed.
• Coaches and counsels employees in the area of conflict resolution with internal and external customers.
• Makes initial determination regarding whether an employee under his/her direction and control should be counseled and/or disciplined and makes recommendations as to the nature of the discipline regarding the same, including the issues of corrective actions.
• Prepares, conducts, or gives input to performance evaluations for employees under his/her direction which is considered by the Company in determining annual merit increases.
• As needed, makes recommendations for termination based on employee’s performance and/or behavior.
Qualifications / Requirements
• Minimum 10 years utility company engineering, construction, or project management experience required.
• Related CATV telecom utility construction experience recommended.
• Knowledge of CET / GCA Utility Interference items and NYC DDC Section U process required.
• Knowledge of New York City DDC Municipal Project Lifecycle recommended.
• Experience with NYS 811 One Call Mark-out process required.
• Have knowledge of construction practices (utility and civil construction industries). Have a detailed understanding of applicable rules, codes, laws and regulations.
• Have basic computer skills (Microsoft Office Suite, AutoCAD, Visio).
• Able to work in a fast-paced, entrepreneurial work environment. Have the ability to make decisions under pressure and perform multiple tasks at one time.
• Have the ability to use good judgment and objectively assess a situation.
• Have strong analytical and problem solving skills.
• Have the ability to motivate others. Be able to coach and assist technicians in developing skills to meet standards.

• Ability to work in flexible schedule, including weekends, nights, and emergency storm duty as needed.
