Position Description
The Manager, Human Resources & Payroll (full-time, salaried, regular) is a dynamic, common sense professional who will be responsible for all HR functions across the employee lifecycle while establishing and maintaining effective “win-win” working relationships with all employees and business leaders. Essential duties and responsibilities include but are not limited to:
• Human Resources Programs, Policies, Procedures, and Compliance
◦ Develop, administer, communicate, and support various HR programs, plans, policies, and procedures for all employees ensuring compliance with all applicable federal and/or state laws
◦ Increase the understanding of and maintain fair and consistent application of company policies, procedures, and practices
◦ Ensure compliance with all applicable federal and state labor laws with regard to employee-related actions/practices to minimize exposure to legal risk and liability
◦ Provide strategic analysis in the management of the company’s human capital
• Payroll, HRIS, and Compensation
◦ Responsible for all payroll operations, inclusive of processing the payroll
◦ Serve as the primary liaison with ADP and other third-party providers
◦ Develop and maintain a compensation structure that ensures internal equity in compensation practices and compliance with FLSA and other applicable laws
◦ Manage the annual merit cycle
◦ Execute HRIS transactions regarding employee status changes ensuring data integrity
◦ Create and distribute standard, complex, and ad hoc reports
• Employee Relations and Performance Management
◦ Identify and investigate incidents, assess risk, make recommendations, and execute action that supports company policy and sound employee relations practices
◦ Work closely with business leaders to support a high performance environment through effective, fair, and consistent performance management
◦ Manage the annual performance evaluation cycle
• Leave of Absence and Worker’s Compensation
◦ Administer and facilitate the company’s leave of absence process ensuring compliance with FMLA, CFRA, ADA and all other applicable federal and state leave laws
◦ Manage all worker’s compensation claims including intake, investigation, and reporting to carrier
• Full-Cycle Recruitment
◦ Manage the requisition approval process
◦ Work closely with hiring managers to understand the needs of each position
◦ Facilitate the creation of job descriptions with supervisors ensuring FLSA and EEO compliance
◦ Post open positions and maintain Applicant Tracking System
◦ Source, screen, and interview candidates to identify top talent
◦ Actively seek-out and recruit top talent
◦ Make recommendations for hiring decisions
◦ Prepare and extend employment offers
◦ Manage pre-employment process including background checks, verifications of employment, reference checks, etc.
◦ Manage the onboarding process for all newly hired employees and conduct new-hire orientation and training
• Benefits Administration
◦ Administer company group benefits and 401(k)
◦ Prepare and distribute benefit materials to managers and new employees
◦ Process employee enrollments
◦ Reconcile multiple invoices in a timely manner
◦ Assist with overall plan design
◦ Serve as point of contact for employee inquiries regarding plan details and procedures
• Miscellaneous Human Resources Functions
◦ Serve at the point of contact for all employee inquires including time off, payroll, leave of absence, risk management, HR policy/procedure interpretation, performance management, recruitment, benefits, etc.
◦ Review and process unemployment claims
◦ Maintain employee records
◦ Various HR projects as well as administrative and clerical duties as necessary
Supervisory Responsibility:
• This position may include supervising one or more employees where applicable. Supervisory responsibilities include but are not limited to:
• Provide consistent training and support to direct-reports
• Review and approve individual timecards and time off requests
• Effective, fair, and consistent performance management of staff
• Fairly and consistently ensure compliance with company policies and procedures
Education/Experience:
• Bachelor’s degree in Business Administration; emphasis in Human Resources Management is preferred
• PHR, SHPR, SHRM-CP, SHRM-SCP, or similar Human Resources certification is preferred
• 10+ years of progressive human resources experience including previous management experience
• 4-6 years of payroll experience including full-cycle payroll processing
• Prior experience with ADP Workforce Now is preferred
• Prior experience in accounting or project management a plus
Knowledge, Skills, and Abilities:
• Knowledge of federal and state employment law including but not limited to FMLA, CFRA, ADA, EEO, OSHA, FLSA, HIPAA, ERISA, etc.
• Knowledge of all applicable wage and hour law
• Ability to identify, assess, and mitigate risk in all aspects of employment
• Knowledge of leave of absence laws, processes, procedures, and documentation
• Strong analytical and conceptual thinking skills; ability to analyze data
• Able to project plan and scope
• Able to support multiple concurrent projects and meet deadlines; be solutions-orientation when problem solving and able to demonstrate a sense of urgency
• Able to multi-task and prioritize with efficiency
• Excellent organizational and time management skills
• Strong attention to detail with emphasis on accuracy and quality
• Able to maintain confidentiality when necessary
• Excellent verbal and written communication skills
• Punctual, proactive, and able to take initiative; motivated self-starter
• Must be customer service driven
• Expert-level skills in the Microsoft Office Suite with an emphasis on Excel
• Able to work independently and as a team, with and without supervision
Physical Requirements:
• The ability to sit for prolonged period of time and view computer screen.
• The ability to listen and speak with others.
• Some standing, pushing, pulling, stooping, reaching, pulling, moving, carrying approximately 10 pounds as necessary.
• This position may require occasional travel including some overnight and air travel (approx. 5%)
