Job Summary
This position serves as a Right of Way Agent in the Construction Services Network Real Estate Department within CenturyLink. The incumbent of this position researches and negotiates short- and long-term lease of land agreements and right of way for construction work in support of CenturyLink’s Engineering & Construction, as well as, Global Operations Organization. Handles all land related legal issues, including transfers of titles and deeds, construction, and permitting.
Job Description
• Prepares and uses a comprehensive work plan to perform property rights work as requested by the Engineering and Construction (E&C) and Business and Consumer (Operations) Departments. Work involves researching project plans and specifications; consulting with engineers on various aspects of the project in order to determine the feasibility, merit and cost effectiveness of the property rights acquisition; and obtaining land rights needed for the project.
• Review and advise stakeholders concerning the language of existing and draft easements, permits, leases and other contracts to clarify the scope of rights to place facilities; Review and advise stakeholder concerning clearance rights; expansion rights; payment terms; insurance and legal indemnities; notice requirements; renewal rights, etc.
• Prepare various documents, including releases, subordinations, easements, leases, access agreements, railroad licenses, DOT permits, relocation agreements, etc.
• Make written and verbal presentations of findings and recommend a range of pricing terms; request capital or expense authorization for new or renewing sites.
• Research commercial and residential sale comparable and property tax values, and work with Real Estate Financial Analysis to determine best of alternative pricing scenarios for the acquisition or renewal of sites.
• Work with stakeholders to determine need to renew leases to maintain or expand sites.
• Manage the disposition of surplus or other property interests to be released, such as vacations and releases of easements and rights of way.
Qualifications
Required
• Bachelor’s degree or equivalent education and relevant experience
• 5+ years experience
Preferred
• Master’s degree or J.D.
• 3+ years experience
Education
Bachelors or Equivalent
