Job Summary
The Project Manager is a position in the Program Management Organization (PMO) in Herndon, VA. This individual will life-cycle manage a Government contract as well individual projects within the life-cycle. They will work across multiple levels within the CenturyLink Federal organization. The Project Manager occupying this position will participate in the Program Management formulation and delivery of the contract working with other vendors and internal resources. The candidate will have excellent technical writing skills and proofing of contract deliverable items.
Job Description
The Project Manager will work with third party vendors and internal resources to develop contract deliverables according to the deliverable requirements document and insure delivery to the government meets requirements, intentions and expectations, and timeline. The Project Manager will assume a lead role in responsibility for the execution of contracts, and projects as well as continuous life cycle management. The Project Manager is also a skilled professional in many of the functional program activities (e.g. Operational Support Systems, Customer Service, Reporting, Inventory, Ordering, Billing, etc). The Project Manager is directly responsible for assisting in the management of PMO functions of quality assurance, performance reporting, project scheduling, change management and project management.
• Manage program deliverables from subcontractors through to delivery to Government customer per the contract to accomplish complex network installations and turn-ups for a domestic voice/VoIP network.
• Create and manage program/project artifacts including but not limited to MS Project schedules, Contract deliverables, Communications Plans, Change Management Plans, Risk Management, etc.
• Manage or develop the written responses for all deliverables requiring PMO oversight or creation
• Support Contract Program Office, Project Management, Customer Relations, Billing and Contractual issues as part of Program Management.
• Assists in training and making presentations both internally and to Government customers for Operational Support. Systems including the portal, ordering, inventory, reporting, administration, and trouble and complaint handling.
• Ensure the timely and accurate delivery of all monthly, quarterly, semi-annual and annual contract deliverables.
• Initiate change management reviews and contract modifications, and identify requirements for items that a current work package is not available
Qualifications
• BS in related field or equivalent experience: At least 2 to 5 years of experience
• PMP/PMI certification is highly desirable
• Knowledge of Telecom, Data Services, MPLS, Hosting, Cloud and Managed Services
• Project Management experience
• Understanding contract deliverables in a government IT contract
• Strong verbal and written communication skills
• Demonstrated conflict resolution skills
• Ability to work in a fast-paced, multi-task, stressful environment
• Ability to create and manage complex projects and develop Program Plans, Project Schedules with minimum oversight
• Ability to manage process/procedural changes and thorough understanding of federal contracts
• Interpret program financials, forecasts, business case
• Ability to create and matrix-manage various functional teams

Required Experience
• Telecommunications Project Management experience a must
• Experience in the management and execution of Federal and Civilian Government IT programs/contracts.
• Ability to articulate and write technical Program Management responses in customer proposals
• Possesses and has demonstrated strong effective leadership skills.
• Has successful experience in the development of deliverables for small- to mid-scale programs.
• Has successful experience identifying gaps, producing deliverables based on government provided requirements, and coordinating activities in support of deliverables.
• Builds and maintains excellent relationships, especially with the third party vendors and government contracting officers and senior management.
• Have at least 2 years’ experience in a project management role.
• Federal government support systems knowledge is a must – at least 2 years minimum.
• Working knowledge of MS Project and associated MS Office suite
