Job Description
The Benefits Manager reports to the Benefits Director and will be responsible for the overall effective operation, delivery and administration of the organization’s benefits programs in accordance with strategic objectives. As needed, provides special guidance and assistance to all locations on various employee benefit plans. Surveys industry and/or community to determine company's competitive position in employee benefits. Develops, recommends, and installs approved, new, or modified plans and employee benefit policies, and supervises the administration of existing plans. Develops cost control procedures to assure maximum coverage at the least possible cost to company and employee.
Duties and Responsibilities:
• Oversee and manage corporate benefit programs such as defined benefit and defined contribution retirement plans; deferred compensation programs; medical plans; term life insurance plans; temporary disability programs; accidental death policies and voluntary benefits.
• Effectively develop analytics to evaluate the effectiveness of benefit programs, identify trends, and support the development of strategy and best administrative practices. Propose changes as necessary.
• Work with outside consultants to benchmark and determine appropriate plan design changes or enhancements. Evaluates and compares existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information. Plans, develops, and/or participates in area and industry surveys. Analyzes results of surveys and develops specific recommendations for review by management.
◦ Develops specifications for new plans or modifies existing plans to maintain company's competitive position in labor market
• Manage third party vendors, actuaries and consultants to ensure compliant, quality and efficiency of delivery of our benefit programs. Partner with the third party administrator on service delivery and new project efforts. Review plan vendors’ performance, lead quarterly service delivery meetings and provide program performance reporting to TEGNA Senior leadership
• Monitor Plan financial information including self-funded claims, administrative service fees, insurance premiums and other Plan costs. Establish and review any invoice payment flows.
• Manage the annual audit process and respond to auditor inquiries.
• Develops census data and solicits insurance companies for quotations. Evaluates quotations and makes recommendations to management. Develops company cost information for new plans and makes recommendations to management concerning sharing of cost between employer and employee.
• Installs approved new plans and changes by preparing announcement material, booklets, and other media for communicating new plans to employees. Conducts employee meetings and arranges for enrollment of employees in optional plans. Periodically develop and conduct Benefit Program training and communications. Advises and counsels management and employees on existing benefits.
• Prepares and executes, with legal consultation, benefits documentation such as original and amended plan texts, benefit agreements and insurance policies. Instructs insurance carriers, trustees, and other administrative agencies outside the company to effect changes in the benefit program. Ensures prompt and accurate compliance.
• Maintain an external focus on best practices, regulatory requirements and the competitive environment.
• Review various benefit programs to ensure compliance with federal/state regulations and plan documents and assures company compliance with provisions of Employee Retirement Income Security Act. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits, and reports necessary or suggested changes to management. Coordinates company benefits, with government-sponsored programs.
• Collaborate early and often. Provide constant communication to HR Business Partners, Employee Services Team and other internal constituents (e.g. Labor Relations, Finance). Act as liaison with internal TEGNA departments as subject matter expert and key resource for the use and promotion of benefit plans and programs
• Assures that existing and new benefit programs are adaptable to the standardized computer and reporting systems. Develops benefit information and statistical and census data for actuaries.
• Build open and honest relationships with peers and business clients
• Partner with various internal customers including; Payroll, HR, Finance and Legal to ensure excellent service delivery. Identify and execute opportunities for improved benefits experience. Handles benefit inquiries and address participant escalations to ensure quick, equitable, courteous resolution. Maintains contact in person, and by phone or mail, insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees.
Job Requirements
Education and Work Experience Requirements:
• Any appropriate combination of education and benefits experience including experience in administering defined benefit, defined contribution, and deferred compensation plans.
• Must also include 2 + years of supervising vendors, ability to work in a fast-paced environment, strong problem-solving and analytical skills, excellent oral and written communication skills, and a strong customer service-orientation.
• Proficient in Excel and Word, have typing and PC skills, detail-oriented.
• CEBS/CBP preferred.
