Job title: Payroll & Benefits Manager
FLSA Status: Full-time
Division/Department: Human Resources Department
Reports to: HR Director
Status: Full-time FLSA: Exempt
Essential Duties and Responsibilities:
• Manage/administer centrally/locally processed payroll processors.
• Manage/administer all benefit programs in the U.S. and Canada.
• Ensure salary data is accurate, timely, and processed consistently across all Domestic and Canadian payrolls.
• Ensure compliance with internal policies and controls, SOX as well as compliance with external laws and regulatory guidance.
• Supervise properly coding commissions, payroll, taxes and equity to ensure expenses, cash, tax payments, equity reports, etc. are reconciled to payroll sub-ledger/system and the accounting system.
• Scale the payroll/commissions team and promote proper procedure and infrastructure within company-wide teams and groups
• Manage the day to day use and administration of payroll and benefits/benefits related systems.
• Conduct analysis and oversee design and development of plan changes to ensure competitive and cost effective benefit plans on a national basis.
• Review and analyze updates to federal, state, or other laws pertaining to benefits and report necessary or suggested changes.
• Prepare and execute benefits documentation, including, but not limited to internal plan documents, original and plan amendments with carriers and benefit plan renewals.
• Oversee, review and direct departmental reporting and census data.
• Develop and maintain a team environment. Serve as a positive role model to other staff, provide and oversee training and promote staff development.
• Act as a liaison regarding employee paperwork and other payroll related issues with the Benefits, Human Resources, and Accounting Departments to streamline processes.
Education and/or Work Experience:
• Minimum Four year Bachelor’s level degree or higher.
• Minimum of 10 years of experience managing US and Canadian Payroll & Benefits function.
• Strong working knowledge of US and Canadian payroll laws, and other legal requirements related to benefit administration.
• Strong HRIS system experience.
• Proficient in advanced functions of Microsoft Office especially MS Excel.
• Payroll Certification or Benefits Certification (CPP, CEBS etc.).
• Comprehensive knowledge of benefits administration and required reporting, including knowledge of ERISA, Section 125, PPACA, COBRA, HIPAA, and other state, federal compliance regulations.
• Ability to initiate and handle multiple priority projects concurrently.
• Ability to demonstrate initiative and set priorities to ensure timely and accurate completion of assignments.
• Ability to support a lean management and process improvement work environment while seeking ways to deliver higher value benefits and services more efficiently and effectively.
• Strong mathematical skills and the ability to conduct a complex statistical analysis.
• Excellent oral and written communication skills.
• Strong analytical thinking skills, including research and problem resolution.
Systems Experience:
• Microsoft Office/Suite proficient (Excel, Word, PowerPoint, Outlook etc.)

Physical Requirements:
• Sitting at work station working or a laptop computer, 90%
• Walking to complete duties around the office (making copies, speaking with co-workers, attending meetings, etc.), 10%
