Job Summary
Manager Federal Programs provides overall support and guidance for multiple programs.
Job Description
Manager Federal Programs provides support and guidance for program personnel and direct management of other contracts. Coordinates management of work performed on tasks under contracts. Acts as central point of contact with customers. Exercises full authority to act for CenturyLink in performance of required work and services under Task Orders. Works independently, or under general direction of senior level company management, on all phases of performance including contract management, project/task order management, coordination of resource needs, coordination with corporate resources and management. Has a broad and deep knowledge of IT industry, business administration, and human resource management and has excellent oral and written communications skills.
Qualifications
ROLES AND RESPONSIBILITIES:
• Direct coordination with customers is an essential element to success of program
• A holistic approach to development of program support of Task Orders will continue to be enhanced
• Perform interviews of candidates and process
• Communicate policies, purposes, and goals of organization to subordinates
• Directs development and implementation of processes and procedures to ensure program operates efficiently, and address problems and deficiencies swiftly
• Strategic planning and support for customer missions
• Provides comprehensive program reviews to internal and external customers
• Ensure contract deliverable line items are met
• Understand and adhere to Federal (FAR), customer and company policies and practices
• Manages complex spend plans and ensure all aspects of program are operating within established budgets
• Ensure requirements are fulfilled and schedules are met
• Assesses and mitigate operational risks and issues and escalates to upper management as required
• Develops customer required methodologies, procedures and systems to produce reports to measure program success and direction
• Ensure documented guidelines and operating procedures for quality assurance/control are followed
• Provide recommendations to customer to improve operations, as required
• Deploy and maintain a technically proficient and professionally capable staff.
• Keep personnel turnover to a minimum and ensure individuals are motivated to achieve excellent performance.
• Ensure problems are minimized and unavoidable problems are resolved with minimal disruption to activities performed under task order.
• Obtain continuous feedback on performance from appropriate Government personnel and disseminating feedback to personnel on all areas of task order performance
• Ensure resources necessary to perform task orders are identified with clearly defined roles and deployed on schedule
• GENERAL REQUIREMENTS:
• Ability to present customer information on program status in various forms
• Ability to take a teamwork approach to job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns.
• Ability to build a constructive team spirit where team members are committed to goals and objectives of team
• Some local travel required and quarterly visit to 1 customer site in Tampa, FL
• SPECIALIZED EXPERIENCE:
• Full life-cycle development, demonstrated ability to provide guidance and direction, proven expertise in management and control of funds and resources, and demonstrated ability to manage multiple tasks
• US Citizenship required
• CLEARANCE REQUIREMENT:TS/SCI or ability to obtain clearance
• Must maintain eligibility requirements for access to classified information (applicants selected will be subject to a government security re-investigation)
• EXPERIENCE REQUIREMENTS: Minimum 12 years of general experience and 6 years specialized
• Project Management Professional (PMP) certification desired
• ITIL v3 Foundations certification desired
• Bachelor of Science degree in Business, Computer Science, Information Systems, Engineering, or other related scientific or technical discipline
