Develop the Engineering analytic strategy. Lead and provide guidance/support of critical Analytics related activities within the Engineering Organization. Plan, design, engineer and develop Data Analysis/Products to address a variety of critical business questions or cost-savings initiatives. Utilize big data, statistical analysis, and AI techniques such as Nueral network, Bayesian belief network, and deep cognitive learning in support of the organization’s engineering strategy. This role is the subject matter expertise around Analytics Methodologies and Big Data Technology in the context of the wireless industry for the Engineering Organization and Executive Teams. Recommend, evaluate, and implement new technologies, policies, and procedures in regards to Big Data and Analytics to solve complex strategic/engineering problems using large data sets. Deliver strategic direction on cost-savings strategies related to network costs, focusing on RF optimization, network design, and capacity planning. Act as an Analytics evangelist across the Engineering Organization and engage other Business Units in Data Integration activities for potential new use cases to address specific analytics needs. Present analytics research/results, impacts and recommendations to internal Business Partners and Executive Teams.
• Analytics
◦ Develop and evolve the Engineering organization analytic strategy
◦ Design and Execute potentially complex analytics in small/large disparate datasets (Big Data) to address specific business questions or cost-savings activities.
◦ Utilization of advanced statistical, Bayesian, and AI techniques
◦ Identify and prioritize high-impact analytics use cases across Engineering Teams.
◦ Identifies and implements Analytics industry best practices.
◦ Provides Subject Matter expertise on Analytics/Big Data topics and methodologies.
◦ Expected to actively promote Analytics to immediate organization and partner organizations.
◦ Develop and maintain Analytics standards, policies and procedures documentation.
• Support
◦ Assist Senior Leaders and Executives with Analytics Strategy and Roadmap.
◦ Interfaces with analytics vendors’ SMEs on critical/escalated issues associated with Analytical Infrastructure and Tools.
◦ Serves as the Lead focal point for analytics-related topics.
◦ Develop and deliver Analytics training and cross-training activities.
• Business Partnership
◦ Establish working relationships with technical and business counterparts to identify Analytics opportunities for new insights.
◦ Lead and provide strategic direction in process improvement and/or cost-savings initiatives that leverage Analytics Methodologies.
◦ Assembles cross-functional workgroups of key stakeholders to develop Analytics Solutions.
◦ Drives a knowledge-sharing environment both within, and outside the department.
◦ Actively participates in industry/vendor forums to guide internal Analytics Strategy.
• Engineering
◦ Leads program/project management for Analytics driven projects.
◦ Designs Algorithms and Solutions to address specific needs in the realms of RF Performance, Network Performance, Network Engineering, Network Operations and Change Management.
◦ Expected to produce patents that increase the intellectual property of U.S. Cellular.
• Tools
◦ Provide clear guidance on required tools to effectively support staff members.
◦ Define data instrumentation needs to support specific analytics use cases.
◦ Work with Lead Tools Strategist to define Analytics Toolbox roadmap.
◦ Develop and Maintain current knowledge of infrastructure, operations, devices and data sources.
• People Management
◦ Manage individual workload and project resources; deliver to agreed-upon milestones.
◦ Proactively promote consistent project-based performance measurement and skill development of other staff members.
◦ Provide input to staffing plans at the project-level to identify key / required skills.
◦ Actively mentors other staff members.

• Master’s Degree in Computer Science, Applied Statistics, Business Analytics, IT, Telecommunications, Engineering or equivalent experience required (PhD preferred).
• Minimum 8 to 10 years relevant work experience in required.
• Up to 10% travel required for regional, vendor, training, and engineering meetings.
• Certification(s) in relevant field of expertise is preferred.
• Strong understanding of the relevant technologies for Telecom (3G, 4G) and Analytics/Big Data required.
• Excellent research skills for current and future RF and Wireless Data technologies required.
• Excellent problem solving / intuition/ analytical skills required.
• Excellent written and verbal communication skills required.
• Excellent presentation skills demonstrated in front of large audiences required.
• Highly experienced in re-engineering / process improvement required.
• Strong change management skills; change agent required.
• Strong program/project management skills required.
• Ability to execute complex analysis using a variety of Statistical/Data Mining Techniques and tools on small/large datasets required.
• Ability to work with minimal supervision to perform job duties required.

• Experience supporting Telecom mission-critical infrastructure in a fast-paced environment preferred.
