Job Summary
This position is requires highly specialized and/or technically complex knowledge and skills in the management of Network Joint Use Operations. This position is responsible for setting strategic long-term Joint Use goals requiring integration of diverse Joint Use processes into a more cohesive business unit.
This position participates in the development of corporate-wide Joint Use processes and programs to ensure effective achievement of corporate strategic objectives. Ensures budgets meet corporate requirements. This position represents CenturyLink as an expert at professional and trade organizations, as well as, an expert witness at regulatory hearings.
Job Description
• Manage a work staff while coordinating multiple detailed projects, contracts, and customer relationships.
• Create and maintain a cooperative work environment to solve negotiation requests from entities to attach and/or occupy CenturyLink facilities
• Developing new processes or implementing new technologies to make existing Joint Use processes more efficient
• Analyze contract rates and current portfolio data points to assist with negotiations and to align with corporate financial strategies.
• Proactively implement programs to ensure CenturyLink’s Network is not being abused by unauthorized activities and/or other attaching entities.
• Proactively identify potential cost savings or cost avoidance opportunities and create solutions or change strategy in order to achieve objectives.
• Interpret Federal and State regulations and procedures with the ability to communicate that knowledge both internally and externally.
• Share knowledge with Legal and Regulatory business units creating responses to new Regulations, developing Regulatory language to communicate that knowledge both internally and externally to obtain desired results, and imparting expert testimony at regulatory hearings.
• National Electrical Safety Code (NESC) application and development of NESC violation Plans of Corrections
• Participation on Steering/Governance Committees providing oversight over National Pole Programs
• Responsibility for creation and management of expense budgets, accountability in payments for activities impacting network capital and expense transactions through CenturyLink’s systems.

Qualifications
Required
• Baccalaureate degree plus at least eight (8) years or more of communications industry experience in networking area demonstrating leadership and advanced technical knowledge as the primary leader directing the work of other professionals or equivalent work experience or equivalent experience.
• Ability to travel as much as 20%-30%.
• Experienced in the bidding, negotiation and approval of engineering, installation and construction contracts with multiple internal and external customers.
Preferred
• Experience in a technically oriented business is highly preferred; experience in the telecommunications industry will be a plus.
• Previous experience and knowledge in all aspects of Engineering, Equipment Installation, & OSP Construction, and contract policies and procedures, as well as, the Construction Certification Program requirements.
• Knowledge of CenturyLink Proprietary Systems, SAP, Fireworks, BidMaster, JDS, WFMT, NDS, CLM and APO.
