Portfolio Manager/IT Program Manager-Agriculture
ICF is growing and seeks an experienced Portfolio/IT Program Manager to manage our work with the U.S. Department of Agriculture (USDA) out of Ft. Collins, CO.
ICF has been engaged in multiple projects for the Department of Agriculture, including the Natural Resources Conservation Service, the Food and Nutrition Service, the Foreign Agriculture Service, and Rural Development. ICF projects include full lifecycle architecture, analysis, design, build, and implementation of interactive self-service enterprise portal platforms. ICF also provides marketing, training, organizational performance, strategic communication and other services to support USDA and its mission.
Job Description:
As Portfolio/IT Program Manager, you will implement best practice design and delivery of numerous digital government solutions, including the multi-year existing Conservation Desktop program. These highly complex software development projects use agile methodologies that combines the skills and experiences of multiple development teams working together. As the Program Manager you will ensure the effective use of resources, plan enhancements to the products, partner with the client on the vision for the future of the project, and deliver outstanding customer/client satisfaction.
This is an outstanding opportunity to demonstrate your IT Program Management capabilities and work alongside ICF experts harnessing the latest technologies and develop lasting solutions that improve the environment and the lives of those who depend on it. In this role you will work collaboratively with other ICF business development executives, subject matter experts, senior leadership, clients, vendors, and teaming partners. Ideal candidates will have a strong track record of managing large IT Programs, within an agile software environment. This is primarily an IT project; experience working with civilian agencies on mobile projects may be helpful but not essential.
Qualifications
Key Responsibilities:
• Manage the staff on multiple agile teams who handle the architecture, design and development in ICF’s existing USDA portfolio.
• Generate add-on and new business via Task Order response, organic growth, and RFP capture that expands ICF’s business opportunities within USDA.
• Stay current on trends in the digital and interactive space, and understand how these market forces can translate into Federal solutions.
• Manage client and partner relationships to ensure a robust pipeline of opportunities, and sell integrated solutions.
• Work in close partnership with the Department of Agriculture to understand the Department’s immediate and long term needs.
• Prepare annual and forward looking account plans based on short, mid and long-range plans.
• Oversee ICF’s growing USDA portfolio and, over time, provide senior oversight of projects delivered for other Federal agencies.
Basic Qualifications:
• At least 10 years of program management experience including at least 5 years of large scale IT program management.
• Experience cultivating and managing multi-million dollar strategic account relationships with double digit annual growth.
• Demonstrated success leading large-scale programs such as Digital, Interactive, IT, and/or mobile solutions to Federal and Commercial clients.
• Demonstrated understanding of and competency with Agile development methodologies
• Proven track record of consistently exceeding corporate objectives and sales targets.
• Bachelor’s Degree required.
Preferred Skills/Experience:
• Experience developing/managing mobile workforce and/or workflow platforms with Service Oriented Architectures
• Demonstrated experience working in a professional services/consulting environment.
Professional Skills:
• Strong interpersonal skills, business maturity, and sound judgment and be capable of communicating with a diverse range of individuals.
• Ability to develop accounts through serving as a trusted advisor to executives rather than through traditional sales models.
• Experience and mobile workforce systems.
