DESCRIPTION
KEY RESPONSIBILITIES
• Participates in strategic planning and development of urban design including building/land use, transportation, technology infrastructure, historic preservation, security and safety, and community engagement.
• Perform long-range planning and urban design assignments related to comprehensive and specific area planning, including preparing and evaluating plans and written reports with recommendations; gathering, analyzing and reporting on pertinent social, economic, physical, and urban design data.
• Perform advanced financial and legislative analysis, grant development, and researching, analyzing and interpreting city, state and federal policies, laws and regulations.
• Acts as a liaison to facilitate ongoing, substantive dialogue with city, state and federal agencies and organizations to understand current and future needs for the redevelopment of urban sites.
• Presents information to senior management, elected officials, advisory and special interest groups, transit agencies, local jurisdictions, governmental funding and regulatory agencies and other stakeholders.
• Must take ownership and be self-directed, working directly within the business. With a proactive approach to work and a self-starter, thrives in a dynamic and constantly changing work environment
BASIC QUALIFICATIONS
• BA or BS degree
• 8+ years of experience in urban planning with an emphasis on urban design, community development and long-range planning for commercial, retail and residential projects.
• Minimum 8 years’ experience in various research techniques and designing/drawing plans, sections, elevations and perspectives.
• Minimum 8 years’ economic development experience
• Minimum 8 years’ experience with master planning & community planning
• Minimum 8 years’ experience with development and redevelopment of urban sites
• Minimum 8 years’ experience with tax incentives and job creating incentives
• Minimum 8 years’ experience with retail, commercial, and residential projects
• Minimum 8 years Grant writing experience
• Understanding of location strategy and issues
• Previous involvement in community forums
PREFERRED QUALIFICATIONS
• Substantial knowledge of economic development principles and practices.
• Thorough knowledge of Federal and State laws, statutes and ordinances governing planning, zoning, building and subdivision development.
• Thorough knowledge of the principles, practices and techniques of planning and development, zoning, urban design, and sustainability to include related local resources.
• Exceptional and persuasive verbal and written communication skills; must have the ability to successfully convey planning concepts and recommendations to a wide audience through excellent plan writing and presentation expertise.
• Compelling work on municipal comprehensive plans, area plans, and/or urban design plans for TOD or other walkable urban districts.
• Demonstrated knowledge of land use, environmental, transportation, and/or urban design planning.
• Proficient at analyzing and interpreting statistical and graphic planning information.
• Working knowledge of AutoCAD and Revit BIM software.
• Uses deep professional knowledge and acumen to advise senior leadership on strategic decisions.
• Widely recognized as expert and thought leader by both internal and external community.
• Exercising considerable creativity, foresight, and judgment in conceiving, planning, and delivering initiatives.
Knowledge & Application: Broad, extensive, and advanced knowledge of the theories and practices within a functional area and its interrelationship with other functional areas. Directs the application of existing principles and guides development of new policies and ideas across the function.
Problem Solving: Problems are unclearly defined and sufficient information may not be available, or where data appears to conflict. Solutions require judgment to apply new solutions and concepts, multiple perspectives and future implications.

Accountability: Accountable for financial impact - can be broad and have a far-reaching impact on the organization, but is not easily quantifiable. No people management accountability, although may manage project teams.
